fairgrounds to monitor congestion at that City gateway. The project will also utilize
some of the existing traffic signal system's fiber optic communication cable in
Pleasanton.

The Cooperative Agreement includes provisions for Pleasanton to inspect project work
performed in the City at no cost to the CMA. It also allows for minor construction
work in the City and waives all City permit, license or other fees. The City is not
required to fund any direct construction of equipment costs for this project; but, the
City is required to not charge fees to the project and to maintain any newly installed
equipment. The new system equipment will be fully compatible with the equipment
previously installed in Pleasanton as part of the 1-580 Smart Corridor Project. The
project will provide timely, accurate and reliable information to transportation
professionals and the public to help minimize construction related delays both on the
freeway and along adjacent City roadways.

This Cooperative Agreement includes provisions for the CMA to cover the cost of
operating and maintaining the new equipment through the year 2009. The City would
incorporate the maintenance of this equipment into our annual signal maintenance
budget after that time.

FISCAL IMPACT

This Cooperative Agreement may result in the increase of annual traffic signal
maintenance costs up to approximately $25,000 beginning in 2010. However,
participation in this project may provide Smart Corridor infrastructure operations and
maintenance funds that could reduce future traffic signal maintenance costs in the City.

Respectfully submitted,

0-{;)L

Rob Wilson
Director of Public Works

David P.
