<br />· The potential Environmental Education Center is to be setback at least 250 feet from the <br />center of Bernal Avenue or include sufficient noise reduction measures in the design. <br /> <br />· Outdoor sports fields and the Youth/Community Center are to be located at a setback of <br />at least 300 feet from the center of Bernal Avenue or include sufficient noise reduction <br />measures in the design. <br /> <br />· A berm should be constructed along the eastern side ofI-680 to reduce the noise <br />exposure to land uses east of the Freeway. <br /> <br />Traffic Impact <br /> <br />The Draft EIR analyzes traffic impacts within the context of Pleasant on's roadway network and <br />the City's existing and projected traffic. Pleasanton currently has intersections at which existing <br />traffic volumes exceed what can be accommodated at the Level of Service D called for in the <br />General Plan. These excedences of the General Plan standard would occur whether or not the <br />Bernal Property Plans are adopted and implemented, and the Plans would account for only a <br />minor share of the future traffic projected for these intersections. Nevertheless, the Specific <br />Plan's contribution to future deficiencies at these intersections would be considered an adverse <br />impact and, therefore, the transportation analysis was conducted to: (1) estimate future project <br />traffic; (2) assign that traffic to roadway links and intersections; and (3) determine the project's <br />level of responsibility for the improvements that may be needed in the future to improve traffic <br />operations. <br /> <br />The mitigation of unsatisfactory intersection levels of service (LOS), to the extent feasible, is <br />proposed to be accomplished through an update of the City's traffic impact fee program. The <br />program establishes the set of improvements to be addressed and the prioritization of <br />improvements over time. The financing program is to be funded by contributions from future <br />development, both private and public, generating traffic to Pleasanton's roadway network. The <br />magnitude of traffic improvement fees is to be determined based on the estimated cost of <br />improvements and the relative contributions of proposed projects to the anticipated overall need. <br />The traffic impact fees are to be used to pay for the improvements identified by the program. <br />The City is to periodically update improvement priorities and implementation schedules on an <br />as-needed basis. It is also to update the contribution requirements consistent with estimated <br />costs of improvements not yet built. <br /> <br />For intersections at which physical improvements have been identified that would provide for <br />satisfactory LOS, assuming the updating of the traffic impact fee program to plan and finance <br />identified improvements, and the contribution of the Bernal Plans toward their fair share of the <br />improvements costs, the impact is considered by the Draft EIR to be less than significant. <br /> <br />SR06:142 <br />Page 9 <br />
