<br />Since the nature of the combined Phase II Specific Plan and Park Master Plan is substantially <br />one of preserving open space and re-establishing wildlife habit, the resulting negative <br />environmental impacts are projected to be relatively limited. The primary areas of <br />environmental concern expressed by the community regarding the Bernal Property to date and <br />analyzed in the Draft EIR include aesthetics, visual resources, noise and traffic. A summary of <br />impacts and mitigations for each of these areas of impact is presented below. <br /> <br />Aesthetics Impact <br /> <br />The Phase II Specific Plan and the Park Master Plan incorporate "built-in" mitigation measures <br />relating to sports field lighting that includes "cut-off' shields and luminaries that direct <br />illumination onsite and downward, separating sensitive receptors (e.g., the residential area to the <br />west) from the light sources by intervening land area (Grand Meadow), and landscaping the <br />intervening area with mixed deciduous and evergreen tree species to ensure year-round <br />screening. <br /> <br />Visual Impact <br /> <br />Both the Specific Plan and Park Master Plan call for siting community facilities and trees along <br />Bernal Avenue and 1-680 in ways that will achieve a pleasing open view into the site and to <br />retain key vistas eastward across the site to the Southeast Hills and westward across the site to <br />Pleasanton Ridge. Specifically: <br /> <br />· Bernal Avenue and 1-680 landscaping are to preserve views by creating gaps that frame <br />distant views. <br /> <br />· Building and tree height and location within 800 feet of Bernal Avenue east of the Fire <br />Station are to be carefully managed to minimize the visual screening of views toward the <br />Southeast Hills and Pleasanton Ridge. <br /> <br />· Landscaping on top of berms is to be arranged to retain views of Pleasant on Ridge from <br />1-680. <br /> <br />Noise Impact <br /> <br />The following site plan and noise attenuation measures are included in the Specific Plan for use <br />when planning noise sensitive uses in the vicinity of noise sources. <br /> <br />· Noise levels at child care facilities and at the potential Cultural Arts Center should not <br />exceed 60dBA Ldn in outdoor noise sensitive areas, and interior noise levels should not <br />exceed 45dBA Ldn. A qualified acoustical consultant is to become involved in the <br />design of noise sensitive use mitigations to ensure compliance with the General Plan and <br />Specific Plan. <br /> <br />SR06:l42 <br />Page 8 <br />
