<br />For intersections at which no improvements have been identified that could feasibly mitigate <br />cumulative conditions to a satisfactory LOS, the impact would be significant and unavoidable. <br />This finding applies to two intersections under the cumulative plus project traffic projection <br />scenario: (1) Bernal Avenue at 1-680 southbound, and (2) Hopyard Road at Owens Drive. <br /> <br />Draft EIR Response to Comments <br /> <br />During the 45-day public comment period for the Draft EIR, nine letters containing a series of <br />comments were received by City staff. Additional verbal comments were received at a <br />February 22, 2006 Planning Commission hearing on the Draft EIR. A "Response to Comments" <br />document (Exhibit N) was subsequently prepared by City staff and consultants that addresses all <br />of the environmentally related comments. The Response to Comments document together with <br />the Draft EIR comprises the "Final EIR." <br /> <br />The primary environmental issues that were raised by the agencies, Planning Commission and <br />members of the public (Exhibit N) consisted of the following: <br />1. Bicycle safety at roundabouts <br />2. Safety of children traveling through and near the Bernal Property on their way to and <br />from school <br />3. Capacity of sports field seating <br />4. Visual impact of sports field lighting <br />5. Mitigation for loss of agricultural land <br />6. ACE train station location <br />7. Traffic model projections and clarifications <br />8. Projected traffic level of service (LOS) condition at the Bernal Avenue/I-680 southbound <br />intersection <br />9. Design of the Bernal Avenue/Pleasanton Avenue intersection <br />10. Bernal Property/Fairgrounds parking relationship <br />11. Noise created by the Bernal Community Park sports activities and the amphitheater <br />12. Storm water runoff <br />13. Construction truck traffic routes <br />14. Preservation and re-establishment of native plants. <br /> <br />Responses to several of the above comments also resulted in recommendations for new <br />environmental impact mitigations by the City's environmental consultants for incorporation into <br />the Phase II Specific Plan. As a result, staff and the Planning Commission are recommending <br />the incorporation of these mitigations into the Specific Plan as presented in Exhibit D. <br /> <br />During the 45-day Draft EIR public comment period, it was further noted that several of the <br />mitigation measures specified in the Draft EIR had not been fully clarified in the Draft Phase II <br />Specific Plan. Staff and the Planning Commission are therefore recommending clarifications <br />relating that each of the following items be included in the Draft Specific Plan as presented in <br />Exhibit: <br /> <br />SR06:142 <br />Page 10 <br />
