<br />Vehicular circulation within the Community Park is to coordinate with and become an integral <br />part of the greater Bernal Property circulation system, as presented in the Phase I and II Specific <br />Plans. Circulation system components include an extension of Pleasant on Avenue between <br />Bernal Avenue and Valley Avenue and improvements to its major intersection with Bernal <br />Avenue, traffic roundabouts, bus stops, bikeways, and trails. <br /> <br />Parking lots are situated around the perimeter of the Community Park to minimize potential <br />vehicular safety hazards, noise, and interference with recreational activities. The sharing of <br />parking between public facilities within and outside of the Community Park is a top priority in <br />order to reduce the overall need for paved areas. <br /> <br />The Park Master Plan is one of several master plans that are ultimately anticipated for the <br />318-acre City-owned portion of the Bernal Property. Similar planning is also anticipated by <br />staff for other potential major public facilities, such as a Youth/Community Center, Cultural <br />Arts Center, and the open space component of the overall property. <br /> <br />Summarv of Park Master Plan Issues <br /> <br />Thus far, the primary Park Master Plan issues raised through the City commission review <br />process have been framed by staff into the following questions: <br /> <br />I. Reserve land in the north-westernmost portion of the Community Park for the potential <br />construction ofa driveway connection to Bernal Avenue from Sub-Area 1 (potential <br />Cultural Arts Center)? <br /> <br />2. Add a second football/lacrosse field to the Community Park? <br /> <br />3. Add a policy regarding whether or not the soccer stadium is to be shared with other field <br />sports such as football and lacrosse? <br /> <br />In an effort to resolve the above Park Master Plan issues that have been raised to date, staff <br />recommends that the Council discuss the issues at the upcoming meeting and take "straw votes" <br />for resolving each issue. The final Council vote regarding the Master Plan can then reflect the <br />combination of approved "straw votes." <br /> <br />BERNAL EIR <br /> <br />The Draft EIR (Exhibit A) was prepared by City staff and consultants. It evaluates both the <br />Phase II Specific Plan and the Community Park Master Plan. Measures intended to mitigate <br />otherwise potentially significant environmental impacts posed by the Plans have been integrated <br />directly into the Plans. <br /> <br />SR 06:142 <br />Page 7 <br />
