<br />In an effort to resolve the above Specific Plan issues that have been raised to date, staff <br />recommends that the Council discuss them at the upcoming meeting and take "straw votes" for <br />resolving each issue. The final Council vote regarding the Specific Plan can then reflect the <br />combination of approved "straw votes." <br /> <br />BERNAL COMMUNITY PARK MASTER PLAN <br /> <br />Also in the year 2000, the Council initiated planning for a "30-50-acre" community park within <br />the Phase II Specific Plan Area. The Bernal Community Park Master Plan Task Force was <br />appointed by the Council to oversee preparation of the Master Plan. Over the course of the four <br />years that followed, the Task Force prepared three different plan concepts, the most recent of <br />which was merged into the current Draft Master Plan (Exhibit C). <br /> <br />The vision of the Park Master Plan is to create groupings of sports fields and related facilities <br />within a forested framework of open space on approximately 50 acres. Park facilities are to be <br />interconnected with one another and with the outlying Bernal Property through coordinated <br />systems of mounded landforms, plant communities, trails, and public art. The program of active <br />sports facilities and activities is to remain flexible in order to respond to the changing <br />community recreational needs over time. <br /> <br />Due to the significant acreage involved and the range of recreational facilities anticipated, <br />development of the Park will need to occur over time and in multiple phases. The Master Plan is <br />therefore organized to guide the desired future recreational facilities and to locate them in a <br />creative pattern while maintaining flexibility to allow for future changes to meet the community <br />needs over time. <br /> <br />The types of planned park facilities are listed below. <br /> <br />1. Three lighted baseball diamonds (including a small stadium) and one informal baseball <br />field <br />2. One lighted footbalVlacrosse field <br />3. Three lighted soccer fields (including a small stadium) <br />4. Concession stands and restrooms <br />5. Trails <br />6. Picnic grounds and facilities for small community gatherings <br />7. Play areas for small children <br />8. 1,000-seat amphitheater <br />9. Open space <br />10. Public art <br />11. Parking <br />12.
