<br />SUMMARY: <br /> <br />The Draft Bernal Property Phase II Specific Plan and the Draft Bernal Community Park Master <br />Plan update documents were completed and published in February 2006, along with a combined <br />Draft Environmental Impact report (Draft EIR) for both plans. These documents were then <br />circulated for comments and recommendations by public agencies, City commissions, and the <br />general public. The results of this process are presented in the following report and exhibits, <br />including the recently prepared EIR Response to Comments (Exhibit N). In addition, staff <br />recommendations are provided to assist the Council in considering the possible adoption of the <br />Final EIR and both plans. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On June 21, 2005, the City Council approved a "Preferred Plan" for the 318-acre Phase II portion <br />of the Bernal Property. This was subsequently used by City staff and consultants as the basis for <br />updating both the Draft Phase II Specific Plan document that had originally been prepared by the <br />Bernal Property Task Force in May 2002, as well as the Draft Bernal Community Park Master <br />Plan that had been prepared by the Bernal Community Park Task Force. Both Draft Plan updates <br />were completed in February 2006, along with a combined Draft Environmental Impact <br />report (Draft EIR). These documents were then circulated for comments and recommendations <br />by public agencies, City commissions, and the general public. The results of this process are <br />presented in the following report and exhibits for the Council to consider as it acts on the plans. <br /> <br />Following Council approval of a specific plan for the Phase II Area and prior to implementation <br />of the plan, the Pleasanton voters are to consider ratification of the land use plan (possibly at the <br />November 2006 general election) as required by the Bernal Property Right to Vote Initiative <br />(Measure X, 2004). To provide voters and residents information about the Bernal land use plan, <br />City staff will undertake an informational outreach process, which may include: the Community <br />Newsletter; links on the City's website; handouts at City facilities; and a program on the Public <br />Education and Government (PEG) Channel 29. <br /> <br />Both Plans were recently presented for comments and recommendations to the Youth Master <br />Plan Implementation Committee (Exhibit I), Civic Arts Commission (Exhibit J), Youth <br />Commission (Exhibit K), and the Parks and Recreation Commission (Exhibit L). In addition, on <br />April 26, 2006, the Planning Commission conducted a formal public hearing on the Final EIR <br />and both Plans and recommended that the Council: (I) certify the Final EIR; (2) adopt the <br />Phase II Specific Plan, subject to certain changes; and (3) adopt the Park Master Plan, subject to <br />certain changes.
