<br />RELATED PLANNING DOCUMENTS <br /> <br />Planning for the entire 516-acre Bernal Property (Phases I and II combined) has been an on- <br />going process for many years. A summary of the related primary planning documents is outlined <br />below to help provide the planning context into which the Phase II Specific Plan and Master Park <br />Plan documents fit. <br /> <br />General Plan <br /> <br />The Pleasanton General Plan contains very conceptual guidance for the Bernal Property. Other <br />than designating a community park within the Phase II area, the General Plan intentionally defers <br />the more detailed planning for completion through the specific plan process (General Plan <br />pages 11-21 and 11-37). The General Plan Map, for example, does not designate site-specific land <br />use locations as it otherwise does for most other areas of the City, but instead it provides a range <br />of potential uses for the property. Numerous General Plan policies of a city-wide nature, <br />however, do apply to the Bernal Property regarding traffic circulation, protection of wildlife <br />habitat areas, mitigation of significant noise impacts, etc. <br /> <br />No actions relating to the General Plan are requested in conjunction with the current project. <br /> <br />Phase I Specific Plan <br /> <br />The Phase I Bernal Specific Plan was prepared through the combined efforts of the City Council <br />and staff, San Francisco Water District (former Property owner), and Greenbrier Homes <br />(Property owner following the San Francisco Water District). The Phase I Plan pertains mostly <br />to the 19S-acre private development area of the Property, but it also provides some policy <br />guidance for the remaining 31S-acre Phase II Area. The Plan was adopted by the Council in <br />August 2000, and with the exception of the commercial/office area, is nearing buildout. A key <br />aspect of the Plan is that it resulted in the dedication of 3lS acres of the Bernal Property to the <br />City by the Phase I developer for public use. <br /> <br />The Phase I Plan allowed for the recent development of 571 mixed-density housing units, a <br />"village common" park, a neighborhood park, and streets and other public infrastructure. It also <br />permits the future development of up to 750,000 square feet of commercial/office building floor <br />area. It further calls for the construction of certain public facilities within the Phase II Planning <br />Area, some of which have already been completed, including a fire station, an elementary <br />school, two large storm-water detention basins, noise berms along 1-6S0, and streets. The <br />remaining Phase I facilities to be constructed within the Phase II Area include, among other <br />things, a "30- to 50-acre" community park. <br /> <br />No actions relating to the Phase I Specific Plan are requested in conjunction with the current <br />project. <br /> <br />SR 06:142 <br />Page 3 <br />
