<br /> <br />6A <br /> <br />City Council <br />Staff Report <br /> <br />May 16, 2006 <br />Planning Department <br /> <br />SUBJECT: Draft Bernal Property Phase II Specific Plan, Draft Bernal Community Park <br />Master Plan, and the Combined Final Environmental Impact Report for Both <br />Plans <br /> <br />PURPOSE: To consider formal adoption of planning documents pertaining to the 3l8-acre <br />City-owned portion of the Bernal Property <br /> <br />STAFF RECOMMENDATION: <br />Staff recommends that the Council take the following actions: <br /> <br />1. Open the public hearing and receive comments regarding the Final EIR, the <br />Draft Phase II Specific Plan, and the Draft Community Park Master Plan, and <br />then close the public hearing. <br /> <br />2. Conduct "straw votes" on the Phase II Specific Plan and the Community Park <br />Master Plan primary issues as outlined in this staff report (and any other issues <br />deemed appropriate by the Council) in order to help evolve the final conditions <br />of approval for each plan. <br /> <br />3. Adopt a resolution (Exhibit F) certifying the Final EIR for the Project as <br />adequate and complete. <br /> <br />4. Adopt a resolution (Exhibit G) approving: (1) the CEQA Findings and <br />Statement of Overriding Considerations; (2) the Bernal Property Phase II <br />Specific Plan, subject to certain changes specified in the resolution, and (3) the <br />Mitigation Monitoring and Reporting Plan. <br /> <br />5. Adopt a resolution (Exhibit H) approving the Bernal Community Park Master <br />Plan. <br /> <br />SR06:142 <br />Page I <br />
