<br />9. Add Biological Resources Guideline 4.7 on page 74 to read: "Pre-construction <br />plant surveys shall be conducted in all areas of development projects planned for <br />ground disturbance. Surveys shall focus on locating and counting Congdon's <br />tarplant individuals that may be impacted by project construction. The survey <br />shall take place between June and September within one year prior to project <br />construction. If the species is located, seed collection shall occur and a suitable <br />location in a restored native habitat area shall be designated for Congdon's <br />tarplant for seed planting. Three years of mitigation monitoring shall be <br />conducted to ensure that at least an equal number of tarplant individuals are <br />growing in the mitigation area as compensation for the loss of individuals in the <br />development area." <br /> <br />10. Amend Biological Resources Guideline 3.2 on page 73 to read as follows: "All <br />heritage trees to be removed shall be replaced at a 5:1 ratio at suitable locations <br />on-site prior to, or concurrent with, project construction. Newly planted trees <br />shall be monitored for a minimum of 10 years from their date of planting. If <br />some trees are not successfully established in their first planting, replacement <br />trees shall be planted, and the replacement trees shall be monitored for a <br />minimum of five years from their date of planting." <br /> <br />11. Add Open Space Guideline 2.1 on page 31 to read: "Setbacks for trail and <br />infrastructure construction shall be at least 100 feet from the existing certerline <br />of the Arroyo or at least ten feet from the outermost drip-line of existing trees <br />along the main channel of the Arroyo, whichever is greater. Alternatively, the <br />City shall consult with California Department ofFish and Game in any areas <br />subject to its jurisdiction prior to any proposed encroachment into a designated <br />corridor. Replacement mitigation for impacted riparian habitat shall occur at a <br />2:1 ratio based on the acreage of habitat impacted. Monitoring shall occur for a <br />minimum of five years following mitigation plan installation." <br /> <br />12. Add Biological Resources Guideline 3.3 on page 73 to read: "Prior to approval <br />of grading plans for development project sites containing heritage trees, a Tree <br />Preservation and Replacement Plan shall be prepared to identify existing trees to <br />be retained and removed, and replacement trees to be planted." <br /> <br />13. Add Biological Resources Guideline 4.8 on page 74 to read: "Mitigation <br />measures called for on pages 67 through 69 of the Draft Environmental Impact <br />Report (DEIR) shall be implemented for California tiger salamander, California <br />red-legged frog, western pond turtle, bats, raptors and songbirds, if conditions <br />described in the DElR are found to exist." <br /> <br />2 <br />
