<br />EXHIBIT D <br /> <br />RECOMMENDED PHASE II SPECIFIC PLAN MODIFICATIONS <br /> <br />1. Add Noise Attenuation Policy 7 on page 72 to read: "Prepare project level noise <br />studies to evaluate the design and operation of outdoor uses that would attract <br />significant numbers of spectators and/or utilize sound amplification. The studies <br />should recommend appropriate noise reduction measures that could include <br />sound berms, building orientation, and/or interior noise reduction measures for <br />adjacent project uses; and/or operational measures such as limiting the number <br />or types of events, regulating event hours, and/or limiting amplified sounds." <br /> <br />2. Add Circulation System Guideline 5.4 on page 56 to read: "The provision of <br />safe and convenient pedestrian and bicycle access for children traveling to and <br />from school through the Bernal Property shall be of the highest priority." <br /> <br />3. Add Off-Site Coordination Guideline 1.4 on page 31 to read: "Schedule <br />construction work within the public right-of-way so as not to adversely affect the <br />Annual Alameda County Fair and Horse Race Meet." <br /> <br />4. Include "public wells" in the definition of "Public Utilities" on page 20. <br /> <br />5. Add Transportation Management Policy 3 on page 60 to read: "Plan specific <br />development projects within the Phase II Specific Plan area to incorporate <br />provision for transit use and other relevant measures to reduce reliance on the <br />automobile." <br /> <br />6. Add Circulation System Policy 6 on page 56 to read: "Manage construction <br />project traffic circulation to minimize adverse impacts on roadway volumes, <br />peak hour congestion, and the physical condition of the road network." <br /> <br />7. Modify Biological Resources Policy 4 on page 74 to read: "Project special <br />status species by providing for identification and preservation or mitigation of <br />those species at the time specific projects are planned and implemented." <br /> <br />8. Modify Biological Resources Guideline 4.3 on page 74 to read: <br />"Preconstruction surveys shall be conducted for the western pond turtle and, if <br />determined to be present on-site, suitable protective measures shall be <br />implemented through consultation with the California Department ofFish and <br />Game." <br /> <br />1 <br />
