Transit route and bus stop coordination with LA VTA <br /> <br />CEQA Findine:s and Statement of Overridine: Considerations <br /> <br />The CEQA Guidelines require that the lead agency (City of Pleasant on) adopt findings for each <br />significant environmental impact disclosed an EIR. Specifically, for each significant impact, the <br />lead agency must find that: <br /> <br />· changes or alterations have been incorporated into the project to avoid or substantially <br />lessen the significant environmental effects identified in the EIR; <br /> <br />· such changes or alterations are within the responsibility and jurisdiction of another public <br />agency and should be adopted by that agency; or <br /> <br />· specific economic, social, legal, technological, or other considerations make the <br />mitigation measures or alternatives identified in the EIR infeasible. <br /> <br />In addition to making a finding for each significant impact, if the lead agency approves a project <br />without mitigating all of the significant impacts, it must prepare a "statement of overriding <br />considerations," in which it balances the benefits of the project against the unavoidable <br />environmental risks. The statement of overriding considerations must explain the social, <br />economic, or other reasons for approving the project despite its environmental impacts. <br /> <br />The draft resolution recommending approval of the Phase II Specific Plan also contains the <br />detailed environmental findings and statement of overriding considerations required by CEQA. <br />As discussed in the Draft EIR, a statement of overriding considerations is recommended for <br />impacts relating to the loss of agricultural land resulting from development of the Bernal <br />Property, and the traffic level of service at the Bernal Avenue/I-680 southbound on-ramp and at <br />the Hopyard Road/Owens Drive intersection. <br /> <br />EIR Mitie:ation Monitorine: and Reportine: Plan <br /> <br />Mitigation measures are conditions and controls placed on a project to reduce its impacts on the <br />environment.
