EXHIBIT <br /> <br /> Conditions of Approval and <br /> Performance Standards for the <br /> Pleasanton Certified Farmers' Market <br /> <br />1. The PDA/PCFMA shall be responsible for ensuring that all growers and vendors <br /> participating in the farmers' market, regardless of any membership with the PCFMA, <br /> abide by all health and safety rules and regulations of the State, County or City, as <br /> applicable to farmers' markets. <br /> <br />2. The PDA/PCFMA shall be responsible for ensuring that all growers and vendors <br /> participating in the farmers' market, regardless of any membership with the PCFMA, <br /> abide by all rules and regulations established by the PDA/PCFMA for farmers' markets <br /> participants. <br /> <br />3. All signs advertising special events, sales, or activities for the farmers' market or <br /> advertising any special events, sales or activities related to the farmers' market, including <br /> Downtown merchants' sidewalk sales, etc., shall adhere to the sign criteria for such <br /> events as indicated in Chapter 18.96 of the Pleasanton Municipal Code and to the <br /> Downtown Specific Plan Sign Design Guidelines. <br /> <br />4. The PCFMA and PDA are responsible for retrieving, placing, de-constructing and <br /> returning to the City all traffic, parking and pedestrian control devices. These devices <br /> shall be placed according to the direction of the City's Street Services Division and the <br /> City's Police Department. The PCFMA Market Manager of the Pleasanton Certified <br /> Farmers' Market shall be responsible for ensuring that all devices are placed correctly <br /> and in accordance with the City's directions. <br /> <br />5. During the farmers' market operating hours, the PDA and PCFMA shall ensure that <br /> proper ingress from and egress to Neal Street is possible for customers parking in the <br /> "Coffee Roast Express' parking lot. The PDA/PCFMA shall provide proper signage to <br /> indicate that the Neal Street westerly driveway shall be used as the entrance, and that the <br /> Neal Street easterly driveway shall be used as the exit for vehicles and customers <br /> desiring to utilize the parking lot. The ingress arrow of the easterly Neal Street driveway <br /> shall be covered during the duration of the farmers' market. A "Right Turn Only" sign <br /> shall be utilized to direct traffic out of the parking lot and onto Neal Street. Should the <br /> City determine that these traffic control measures are insufficient, the PCFMA shall <br /> provide traffic control personnel to direct traffic into and out of these driveways. <br /> <br />6. The City may evaluate the effectiveness of traffic and pedestrian control devices and may <br /> request at any time an alteration in the type, size, and placement of control devices. <br /> <br /> Page B- 1 <br /> <br /> <br />
