. Ongoing maintenance (annual) $20,970
Includes weed control, trash disposal. tree trimming, water and power, miscellaneous repairs,
graffiti removal, rodent control, etc.

These estimates are not actual quotes nor do they include roadway maintenance, fencing
repairs or relocation, on-site structure removal or other actions that may become necessary or
desired. (There is a small area on the site with a trailer-like structure that was used in the past
for an on-site caretaker -removal may be necessary.)

So far only requests for cleaning and maintaining the site as-is have been discussed.
However, community expectations for maintenance levels could easily change. As a result,
staff recommends that if this option is selected, the level of maintenance be made explicit by
documenting it within an ordinance.

Purchasing the site would also mean assuming liability for it. While there would be little
actual cost in terms of insurance premiums since the City is self-insured, any accidents or
incidents at the site would become the City's responsibility.

Burial rights for approximately 100 to 150 spaces are committed at this time. With City
acquisition, some mechanism is needed to allow those who've purchased burial rights to
exercise them. The Catholic Cemeteries of the Diocese of Oakland has agreed to provide on a
contract basis the required funeral and burial services including maintaining the books and
records and managing the funeral services. For their services, the Diocese would receive 50 %
of the retail fees for the sale of burial rights and 100 % of the service fees for interments and
memorial installations. They are interested in providing these services to help the site
transition from an active cemetery into more of a historic landmark. (At the City Manager's
request, Mr. Sloane contacted the Diocese to ask if they are interested in buying the site; they
are not.)

)> Option 3: Acquire the cemetery and maintain at "Landscaped Park" standard.

With City purchase, community expectations for the site may increase to something closer to a
"Park" standard with attendant increased costs. Estimates follow:

"Landscaped Park" Standard

. Initial capital investment (one-time) $642,000
Includes clean up site, design and install new irrigation system and establish consistent turf
grass, safety pruning of trees, safety improvements to gravesite structures, install new trash
cans, benches and water fountains, etc. This amount also includes removal of the original
entrance road and re-installation of fence.

SR 06:049

4
