. Ongoing maintenance (annual) $72,865
Includes weed control, mowing, edging and fertilizing, trash disposal, tree trimming, water
and power, misc. repairs, graffiti removal, rodent control, etc.

As noted above, these estimates are not actual quotes. Removal of the original entrance road
and re-installation of fence are included in this estimate but roadway maintenance, on-site
structure removal or other actions that may become necessary or desired are not.

The same liability would be assumed as with Option 2 and the same arrangements with the
Diocese of Oakland would be needed to accommodate the remaining service needs.
Maintenance standards would not necessarily need to be documented via ordinance.

ADDITIONAL ISSUES RELATED TO ACQUISITION

With acquisition, there are two other issues to be considered -possible expansion and
governance structure.

. Possible Expansion. The cemetery has undeveloped land that could be engineered to
hold 500 double plots for an additional 1000 interments. An urn garden could add
additional capacity since they need only 2 square feet each. (More information about
the expansion opportunity is included on page 21 of the report.) However, expansion
would be associated more with an active cemetery versus an attempt to curtail burial
activities in favor of maintaining a historic site. No cost estimates have been generated
at this time.

. Governance Structure. A number of structures are possible and several examples
follow:

A. The Pleasanton Pioneer Cemetery, Inc., would like to be appointed as a Board of
Trustees. They believe they could attract contributions from other agencies,
community groups and companies through donations, grants, and in-kind
services and products. They have a vision for the site as an educational and
historical amenity for Pleasanton residents since the cemetery has a long history
and many of the City's founders are buried there. They could contract for the
maintenance (with City grant funds) or the City could manage maintenance
directly.

B. A separate oversight board could be established to oversee the cemetery's
operations. Council would appoint members of various stakeholder groups (i.e.,
members of Pleasanton Pioneer Cemetery, Inc., the VFW group, the Historical
Museum, etc.) to serve on the board for a specific term.
