a. Maintain the book and records of the cemetery
b. Provide for the sale of burial rights within the cemetery to individuals and
families
c. Provide for the interment, entombment or inumment services as required
d. Assist the foundation board in determining the use of the remaining real property
within the cemetery
The contract with the Dioceses would be long term and provide for the Diocese to
collect a fee for their services. (See page 15 of the report for more information.)

6. With the assistance of Catholic Cemeteries and the Foundation and through the
appropriate bid process, the City would contract for maintenance services with a
qualified landscape contractor.

The Sloane report states that this approach would produce a municipal cemetery with a
community-minded, volunteer Board of Governors and a plan to provide for its operation and
maintenance on a long-term, sustainable basis. Further detail of the proposed joint operation is
included on pages 13-15 of the report.

ADDITIONAL OPTIONS FOR COUNCIL CONSIDERATION

In addition to the approach recommended by Sloane, the Council has a variety of options
including the following:

)> Option 1: Do not acquire the cemetery.
The Pleasanton Pioneer Cemetery could explore opportunities to partner with the Odd Fellows
Fraternal Cemetery instead of the City. Should Council select this option but wish to
contribute to the cemetery, a grant could be made to the Pioneer Cemetery group.

)> Option 2: Acquire the cemetery and maintain at "Pioneer" standard.
The cemetery is currently maintained at a level described as "Pioneer" or "Prairie" with
minimum landscaping and other maintenance activities provided. However, some
improvement to the site is needed to permit even this level of maintenance into the future.
Parks staff has prepared the following cost estimate that includes an initial capital investment
in the site to bring it to a more easily maintainable level and then an additional amount for
annual maintenance:

"Pioneer" Standard

. Initial capital investment (one-time) $104,000
Includes clean up of the site, fIll and re-grade soil surface for safety, safety pruning of trees,
safety improvements to gravesite structures, install new trash cans, benches and water
fountains, etc.

SR 06:049

3
