<br />SLOANE REPORT SUMMARY <br /> <br />The Sloane report does a good job of explaining the technical issues associated with operating a <br />cemetery, and analyzing various ownership and management issues. Financial statements from <br />2003 and 2004 (included in the report) show a fluctuating profitlloss status without sufficient <br />revenue to make capital improvements: <br /> <br />Income <br />Expenses <br />Net <br /> <br />2003 <br />$23,156.55 <br />$23,495.91 <br />($309.36) <br /> <br />2004 <br />$25,195.40 <br />$22,102.87 <br />$3092.53 <br /> <br />In addition, the site's current financial structure offers no hope of substantial change in <br />revenues. Pleasanton Memorial Gardens is a non-endowment cemetery which means that it has <br />no trust fund held to maintain the property; payment is only for burials. Family members or <br />others are responsible for tending the gravesites, and general maintenance of the site is <br />minimal. Additional revenue-generating activities such as a donor program are needed to <br />supplement the amount generated by existing fees. Further, the fees that are charged are <br />reportedly below market. A fee study or review could also help generate needed funding. <br /> <br />The existing financial and management structure cannot support enhanced maintenance or <br />capital improvement to the physical site. <br /> <br />SLOANE REPORT RECOMMENDATION <br /> <br />The report recommends the following approach (see bottom ofp. 11) for City acquisition: <br /> <br />1 . The City of Pleasanton acquires the cemetery. <br /> <br />2. The Pleasanton Pioneer Cemetery group formalizes their status as a non-profit <br />foundation by incorporating so that they may accept grants from the City and <br />donations from individuals and others. (They have now completed the incorporation <br />process .) <br /> <br />3. The City appoints the foundation as the oversight Board for the development, <br />operation, administration and maintenance of the cemetery. <br /> <br />4. The City provides an annual grant to cover costs of basic maintenance to the <br />foundation. <br /> <br />5. The foundation contracts with the Catholic Cemeteries of the Diocese of Oakland to: <br /> <br />SR 06:049 2 <br />
