The Pleasanton Pioneer Cemetery, Inc.,
has incorporated as a non-profit and is interested in assuming responsibility
for preserving and caring for the cemetery. They have asked the City to
purchase the site, contract with the Foundation for operations, and provide
maintenance funding.

Honorable Mayor and Members of the City Council:

BACKGROUND

In 2004, community members approached the City with concerns about the poor condition of
the Pleasanton Memorial Gardens Cemetery. They asked the City to consider acquiring the
site and assuming responsibility for maintenance. No action was taken at that time but
discussions have continued.

In early 2006, the City Manager met with members of the Pleasanton Pioneer Cemetery group
to discuss a study prepared by the Sloane Consulting Group. This firm specializes in cemetery
operations and was asked to help formulate ideas for how the Pleasanton Pioneer Cemetery
group might partner with the City to operate the cemetery as more of a historic site. A copy of
the report is attached as Exhibit A and a summary of its conclusions is presented below.

SR 06:049

1
