ATTACHMENT A b) Proposal Delivery Proposals must be submitted in a sealed envelope, plainly marked with your company name, address, and telephone number, with "Proposal for City of Pleasant on Comparison Study of Private & Public Compensation" clearly visible on the exterior. It is your sole responsibility to see that your proposal is received before the submission deadline. You bear all risks and delays associated with the u.S. mail. c) All proposals must be submitted to the City of Pleasant on, City Clerk's Office, 123 Main Street, P.O. Box 520, Pleasanton, CA 94566 no later than 5:00 p.m. on March 1, 2006. VII. SELECTION PROCESS AND EVALUATION CRITERIA a) Evaluation Criteria The City will act as the sole judge of the content of all proposals. In soliciting proposals, the City's intent is to have the best possible service at the lowest cost. Therefore, selection of a vendor will be based upon, but not limited to, the following considerations and criteria: . Proposer's demonstrated experience with similar projects involving municipalities and other public agencies. . Proposer's demonstrated ability to manage and coordinate the project. . The quality, amount and type of service proposed. . The thoroughness of material submitted, including the proposed work plan. . Results of reference checks. . The total proposed cost of the project. . Any other considerations deemed pertinent by the City. b) SelectionlEvaluation Process All proposals will be evaluated based on the above criteria by the City Manager or person(s) designated by the City Manager. As part of the evaluation process, you may be required to attend one or more interviews with City staff. If a qualified proposer is identified, a recommendation to award a Service Agreement will be made to the Pleasanton City Council. Any Service Agreement issued as a result of this RFP will be awarded by the Pleasanton City Council. 5 04/05
