The study produced as a result of this RFP will be <br />used as part of the action steps. <br /> <br />The Management/Confidential Group includes 52 classifications (list of classifications attached <br />as Exhibit A). The Management/Confidential Group salaries are set using a "control point" <br />that represents the amount paid to an employee with substantive experience in a comparable <br />position. New employees may be placed at or below the control point. Current employees <br />whose performance exceeds expectations can earn an amount above control point. <br /> <br />II. SCOPE OF WORK <br /> <br />Scope of work for this project includes the following tasks: <br /> <br />Task 1 - Define sampling criteria. <br /> <br />Weare expecting to select job classifications that can be surveyed across public and private <br />agencies so that an "apples to apples" comparison can be made. The consultant will be expected <br />to recommend the set of positions to be sampled. <br /> <br />Task 2 - Collect compensation data from public agencies. <br /> <br />Each year City staff surveys compensation information from the following list of cities and <br />agencies: Antioch, Berkeley, Concord, Dublin, Fremont, Hayward, Livermore, Milpitas, <br />Mountain View, Palo Alto, Richmond, San Leandro, San Ramon, San Ramon Valley Fire <br />Protection District, San Rafael, Santa Clara, Santa Rosa, South San Francisco, Tracy, Union <br />City, Vallejo, and Walnut Creek. These cities are considered comparable in terms of size, <br />budget and location. The information gathered is then used in determining the appropriate salary <br />increases along with other information such as CPI. <br /> <br />We request the consultant propose a methodology for determining which agencies to survey as <br />well as what compensation elements to include. <br /> <br />Task 3 - Collect compensation data from appropriate private sector employers. <br /> <br />The City of Pleasant on is looking for direction from the successful consultant regarding <br />identification of "appropriate private sector employers". <br /> <br />We request the consultant propose a methodology for determining which companies to survey as <br />well as what compensation elements to include. <br /> <br />Task 4 - Prepare written report. <br /> <br />A draft written report comparing compensation provided by the City of Pleasanton to other <br />public and private sector employers with analysis and conclusions should be provided to staff for <br /> <br />2 <br /> <br />04/05 <br />
