GENERAL INFORMATION <br /> <br />a) The purpose ofthis Request for Proposal (RFP) <br /> <br />The City of Pleasanton is seeking the services of a qualified consultant to gather compensation <br />data from public and private sector employers and prepare a study comparing the data with <br />compensation offered by the City of Pleasanton. <br /> <br />This RFP is intended to provide you, as a consultant, with the general information needed to <br />provide a proposal for this project. <br /> <br />b) Background <br /> <br />The City of Pleasanton is a full service municipality of approximately 67,000 residents located <br />in the greater San Francisco Bay Area. The City is approximately 22.4 square miles in size <br />and provides a full range of services with a work force comprised of approximately 515 <br />employees. Our annual operating budget is approximately $160 million. <br /> <br />Staff are represented within four groups: the Pleasanton City Employees' Association, <br />International Association of Firefighters Local 1974, Pleasanton Police Officers' Association <br />(all represented bargaining groups), and the Management/Confidential Employee Group <br />(unrepresented) . <br /> <br />In November 2005, a staff report was presented to Council regarding salary increases for the <br />Management/Confidential Group. At the Council meeting, members of the public asked <br />questions about how the increases were determined and whether the group's compensation had <br />been compared to that offered in the private sector. Typically, compensation survey <br />information is not made public nor is private sector information gathered. Discussion was <br />continued to a second Council meeting and at that time, the City Manager suggested several <br />action steps: prepare a report on how pay and compensation are determined including an <br />explanation of how PERS retirement works; share compensation survey information with the <br />public; collect compensation information for the private sector; and provide all information to <br /> <br />04/05 <br />
