Revised Total Compensation Proposal-
March 21, 2006
Page 14 of 16

private market data. However, should the larger study be selected, we will use our
professional experience to identify appropriate internal relationships even when
the salary data may not necessarily support those recommendations (assuming that
the private salary data will greatly influence the overall results).

I G. PREPARATION OF INTERIM REpORT

A Draft Interim Report of the Total Compensation Market Study will be
completed and submitted to the City for review and comment. The Report will
provide detailed compensation findings and documentation. The Report will
include a set of all spreadsheets as well as the implementation issues surrounding
our recommendations. A detailed methodology for continued implementation and
maintenance of the Plan is included. .

I H. PREPARATION OF FINAL REpORT

Once all of the City's questions/concerns are addressed and discussed, a Final
Total Compensation Report will be created and submitted to the City in bound
format.

All elements detailed in the "Deliverab1es" section (below) will be included.

I I. PARTICIPATION IN A CITY FORMAL ApPEAL PROCESS

Should the City have a formal appeal process regarding the allocation to salary
range, this proposal does not cover time regarding a formal appeal process (the
informal appeal process is identified in E above). Should our on-site participation
be desired, our stated composite hourly rate will be honored. As mentioned above,
however, our internal process usually addresses most of the appeal issues.

I J. PRESENTATION TO THE CITY COUNCIL

Our proposal includes a final presentation to the City Council.

DELlVERABLES

)> A summary of and detailed total compensation findings;

)> Findings and Implementation recommendations for achieving compensation
goals within a reasonable time frame and the economic and political limitations
of the City.

)> Extensive communication with the Project Team and City Management;

KOFF & ASSOCIATES, INC.
