Copies of the RFP (see Exhibit A) were mailed out to potential responders on February 8, 2006. The following consultants submitted proposals: . Koff & Associates, Inc. . The Mercer Group · Renne Sloan Holtzman Sakai LLP · Macias Consulting Group, Inc. All were qualified but the proposal submitted by Koff & Associates, Inc., was most responsive. In addition, they have successfully conducted such studies previously for the City of San Ramon. Koff & Associates, Inc., presented two options for our consideration. After reviewing both options and reflecting on Council's direction, staff recommends conducting the study as described under "Option 2". This comprehensive approach will best answer the questions raised at the Council meetings. The consultant expects the study to take about four months to complete and will require input from staff. In addition, a Council subcommittee could also participate in the process. This study will be used as part of the information provided to the public about the City's compensation practices. A representative from Koff & Associates, Inc., will present the final report at a future Council meeting. The Professional Services Agreement between the City of Pleasanton and Koff & Associates, Inc., which includes their proposal, is attached as Exhibit B. FISCAL IMPACT If approved, funds will be transferred from the General Fund contingency to cover the cost of the contract services.
