<br />r <br /> <br />'" <br /> <br /> <br />4F <br /> <br />\. <br /> <br />I <br /> <br />pLEASANTONo <br /> <br />City Council <br />Staff Report <br /> <br />May 2, 2006 <br />Administrative Services Department <br /> <br />SUBJECT <br /> <br />APPROVE AGREEMENT WITH KOFF & ASSOCIATES, INC., FOR <br />SERVICES TO CONDUCT PUBLICIPRIVATE COMPENSATION <br />COMPARISON STUDY <br /> <br />STAFF RECOMMENDATION: <br /> <br />Authorize the City Manager to execute an agreement with Koff & <br />Associates, Inc., to conduct a private/public compensation comparison study <br />as described in "Option 2" in the agreement (Attachment B) and at a cost not <br />to exceed $52,538. <br /> <br />SUMMARY <br /> <br />In November 2005, Council requested a public/private comparison study of <br />management compensation be conducted. A Request for Proposals was <br />issued in February to consultants for study services. Koff & Associates, <br />Inc., was determined to have submitted the most responsive proposal based <br />on scope of work and competitive cost. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />In November 2005, a staff report was presented to Council regarding salary increases for the <br />Management/Confidential Group. At the Council meeting, members of the public asked <br />questions about how the increases were determined and whether the group's compensation had <br />been compared to that offered in the private sector. Typically, compensation survey information <br />is not made public nor is private sector information gathered. Discussion was continued to a <br />second Council meeting and at that time, the City Manager suggested several action steps: <br /> <br />. prepare a report on how pay and compensation are determined including an explanation <br />of how PERS retirement works <br />. share compensation survey information with the public <br /> <br />SR 06:110 <br />
