DISCUSSION Notwithstanding the significant contributions noted above, two policies included in the Housing Element continue to attract considerable attention. First, there has been concern from the State Department of Housing and Community Development (HCD) and local affordable housing interest groups that the City has not fully met the scope of Program 19.1. This program states the City's intent to complete land use studies, within one year of the adoption of the General Plan, to identifY sites that can be converted from non-residential uses to high density residential uses as necessary to meet the City's RHND goals. The focus of this Program is to assure there are sites available for development that will facilitate residential in excess of the ] 996 General Plan build-out of 27,3] 0 units. While staff and the Council share this concern, the one-year timeline was originally set with the understanding that these studies would be completed as part of the General Plan update process. However, the General Plan process has proven to be more lengthy then anticipated in 2003. Nevertheless, the Council has recently been moving toward agreement on a preliminary preferred land use plan and a Draft Land Use Element and the current schedule anticipates completion of the entire update by Summer 2007. As a result, while there continues to be concern about this matter, it is being addressed. The second issue relates to meeting the City's share of the regional housing needs as defined by the RHND. Policy 16 in the City's Housing Element states that the City should "strive toward meeting Pleasanton's share of regional housing needs, as defined by the Regional Housing Needs Determination (RHND)." California housing law requires every city to analyze population and employment trends and to quantifY housing needs for all income levels including a city's share of regional housing. The HCD is responsible for overseeing the implementation of these State housing requirements. The Association of Bay Area Governments (ABAG), in cooperation with HCD, has established Pleasanton's regional housing need share (RHND) to be 5,059 units over the period from ] 999 to 2006 (recently extended to 2008). The table below shows that RHND and the City's progress toward meeting the ABAG targets in all income categories.
