<br />Option 1 is to close New Vineyard A venue between Pietronave Lane and Machado Place <br />during construction, and use Old Vineyard Avenue as a traffic detour. This option will allow <br />the contractor to maximize the work effort per day and increase production, with an estimated <br />time for project completion of 2.5 months, although staff would attempt to shorten this time <br />period if construction activity exceeds the project schedule. A component of this option is to <br />perform minor road repairs to the proposed traffic detour on Old Vineyard Avenue. Repairs <br />include refreshing roadway lane striping, performing shrubbery and tree trimming work along <br />the edge of the roadway, and provide minimal pavement repairs on Old Vineyard A venue in <br />advance of the removal of the traffic roundabouts. These repairs will be completed by City <br />crews prior to use of the old roadway as a traffic detour route. <br /> <br />Option 2 is to maintain vehicular traffic on New Vineyard Avenue during construction. Option <br />2 would have to be done in three phases. Phase 1 would consist of building the northerly 10- <br />foot roadway section and removing the roundabout approach islands on the side streets. Phase <br />2 would consist of diverting traffic onto the newly built lO-foot roadway section for <br />westbound traffic and striping the existing roadway section between the southerly edge of the <br />newly constructed lO-foot roadway section and northerly edge of the concrete traffic circle, <br />for eastbound traffic. This configuration will not allow westerly left turn movements off <br />Vineyard Avenue onto side streets or left turns heading westerly from side streets. During <br />this phase, the reinforced concrete traffic circles would be removed, along with the remaining <br />roundabout approach islands. The final phase would consist of installing striping and <br />pavement legends on the pavement surface for the ultimate roadway configuration. This <br />option decreases daily work production by constraining the construction sequencing and <br />limiting the available workspace in which the contractor can work. These restrictions increase <br />the contractor's duration and responsibility for maintaining a safe work site for construction <br />workers and continued use by the public. The estimated project construction time for this <br />option is 5 months. <br /> <br />Discussion <br /> <br />Staff is recommending the implementation of option 1, closing New Vineyard A venue and <br />using Old Vineyard Avenue as a construction detour. As mentioned above, this option will <br />allow the contractor to maximize work effort and complete the new roadway improvements in <br />2.5 months, reducing construction costs, the impacts to the community, and increasing the <br />quality of work. <br /> <br />SR 06:099 <br />Page 3 of5 <br />
