<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At the meeting of December 6, 2005, City Council approved an engineering design contract <br />with Bellecci & Associates for completion of the engineering construction drawings for <br />Vineyard Avenue improvements. The improvement drawings will provide for the construction <br />of median islands including landscaping, and a pavement overlay on Vineyard A venue <br />between Bernal A venue and Leona Place, and the removal of the two traffic roundabouts <br />located on Vineyard Avenue. <br /> <br />Vineyard Avenue Roundabout Removals <br /> <br />The preliminary plans for the elimination of the two traffic roundabouts consists of removing <br />the reinforced concrete circles and approach islands. The design includes widening the <br />roadway to the north by approximately 18 feet between Thiessen Street (East and West) and <br />eventually tapering back into the easterly and westerly Vineyard A venue roadway project <br />limits (see drawings attached). The approximate length of roadway improvements is 1,900 <br />feet. The proposed roadway width generally consists of two 6-foot bike lanes, two 12-foot <br />travel lanes, and 12-14 foot left turn pockets. <br /> <br />The roadway width and transition tapers to accommodate vehicle merging for ingress and <br />egress from Vineyard A venue to the side streets. Conventional tee intersections will be <br />constructed at Thiessen Street (East and West). Stop signs and legends will be installed on the <br />side streets. <br /> <br />The plans will maintain the southerly edge of roadway pavement and increase the roadway <br />width to the north, thus providing a 16-foot buffer between the north edge of pavement and <br />the Lonestar property fence line to accommodate a pedestrian trail and landscaping along the <br />fence line. Underground conduits will be installed at the intersection of Vineyard A venue and <br />Thiessen Street (East) to accommodate a future traffic signal in either location for future <br />development at the school site, if necessary. <br /> <br />During the development of the preliminary construction plans for the removal of the two <br />traffic roundabouts, it became evident that there were two alternatives for the construction <br />process, each of which would have varying impacts on the construction time line, project cost, <br />quality of work, and public access. <br /> <br />SR 06:099 <br />Page 2 of5 <br />
