<br />~ <br /> <br />Exhibit A <br /> <br />The measures will be organized by issues <br />(i.e., traffic, biology, hydrology, etc.) and <br />then by when they should be implemented. <br />The implementation phases should <br />correspond to the development process and <br />its milestones: upon submittal of the <br />tentative plan map, upon recordation of the <br />final plan map, upon issuance of the building <br />permit, upon issuance of the occupancy <br />permit, and then upon established intervals <br />after occupation. Field monitoring is <br />essential to determine whether the measures <br />have been implemented and are working. <br />Each of these elements will be put into a <br />tabular format for ease of review and <br />verification. <br /> <br />Deliverables: Draft and Final Mitigation <br />Monitoring And Reporting Program. <br /> <br />Task 10: Statement of Overriding <br />Considerations <br /> <br />Purpose: If necessary, prepare a Statement of <br />Overriding Considerations to show that the <br />benefits of the project outweigh the <br />significant and unavoidable impacts of the <br />project. <br /> <br />Discussion: Prior to approving a project, the <br />City decision makers are required to make <br />deliberate findings. The City must consider <br />the environmental consequences of the <br />proposed project before taking action on the <br />project. <br /> <br />As described m CEQA, if the proposed <br />project has one or more significant and <br />unavoidable impacts, one of the findings that <br />must be made prior to project approval is <br />that the City recognizes that the project will <br />result in unmitigable significant effects but <br />that benefits of the project outweigh those <br />unavoidable impacts. Previous significant <br /> <br />and unavoidable impacts identified for the <br />Stoneridge Drive Specific Plan still apply to <br />the Staples Ranch: change in the character of <br />the land use from agricultural to urban <br />mixed development, with a loss of open <br />space and diminishing of the visual <br />separation between Livermore and <br />Pleasanton along the 1-580 corridor; loss of <br />prime agricultural soils; and loss of wildlife <br />habitat and resultant decrease in species <br />number, diversity, and mobility. These <br />impacts, plus any additional significant and <br />unavoidable impacts of the proposed project <br />will be included in a draft statement of <br />overriding considerations in accordance with <br />CEQA Guidelines Section 15021. This <br />statement will identify the significant and <br />unavoidable effects as well as the benefits to <br />the community. <br /> <br />This draft will be provided to the City for <br />completion and distribution as part of the <br />resolution to take action on the proposed <br />Specific Plan amendment. <br /> <br />Deliverable: Draft Statement of Overriding <br />Considerations. <br /> <br />Task 11: Attend Certification Meetings <br /> <br />Purpose: <br />meetings. <br /> <br />To attend the certification <br /> <br />Discussion: EIP will attend and participate as <br />requested in one session with the Pleasanton <br />Planning Commission and one meeting <br />before the Pleasanton City Council for <br />certification of the SEIR. <br /> <br />Meetings: One Planning Commission and <br />two City Council meetings. <br /> <br />EI P Associates <br /> <br />2-19 <br />
