Key
elements of these activities are described
below.

Weekly Progress Reports. EIP will initiate
weekly progress reports with staff either via
email or phone calls throughout the duration
of the project.

Face-to-Face Meeting. EIP plans to meet
with City staff at four key junctures during
the environmental review process.

Project Coordination, Throughout the
project, it is incumbent on EIP to coordinate
with the City, the project sponsor, and
consultant team members (including
Dowling Associates) regarding the project
definition and refinements. The need for
ongoing communication is critical to
maintaining the budget and schedule.

Contract Administratiou. EIP's project
manager and support staff will be responsible
for overseeing and directing the work
performed by the Dahlin Group.
Development of a reasonable scope of work
and subcontract agreement, along with
ongoing review and processing of invoices
and work products, is a necessary aspect of
contract administration to be performed by
EIP.

Quality Control and Quality Assurance

To assure the high technical quality of both
analytical and documentation processes, EIP
maintains a quality assurance program that
applies to all project activities. The
fundamental objectives of the quality
assurance program are to assure not only that
our work products fulfill the requirements
for each task, but that the specific and unique
needs of the City are both fully defined and
met. All project deliverables will be
reviewed by Rod, the Project Manager, as
well as by other senior staff, as appropriate.
The quality assurance review encompasses:

. Overall Project Review: attainment of
state goals and client satisfaction.

. Report Content: technical accuracy,
presentation and readability, and
overall appearance.

. Report Format: clarity of
organization, conformance with
requirements, accessibility of
information, and quality of graphics.

. Editing: quality of writing, technical
accuracy, spelling, and grammar.

. Database: use of latest technical and
professional information.

. Information: validity of field surveys,
and accuracy of area-wide and regional
information, site photographs, and
maps.

. Legal Adequacy: compliance with
CEQA, as amended; the State CEQA
Guidelines; and relevant agency
guidelines.

EIP's GIS department has established quality
assurance and quality control (QA/QC)
guidelines by which digital data is compiled,
formatted/processed, analyzed, documented,

EIP Associates

2-20
