EIP and key <br />team members will attend the Planning <br />Commission hearing, but presentations are <br />not expected. For the cost proposal, we have <br />assumed that we will attend one Planning <br />Commission hearing to receive comments on <br />the Draft SEIR. <br /> <br />Meetings: <br />hearing. <br /> <br />One Planning Commission <br /> <br />Task 7: Prepare Administrative Final <br />SEIR <br /> <br />Purpose: To prepare responses to the <br />comments received on the Draft SEIR, and <br />incorporate these responses into an <br />Administrative Final SEIR for City review. <br /> <br />Discussion: All substantive comments for <br />each written and oral comment will be <br />individually addressed. Prior to preparing <br />responses, EIP will meet with staff to review <br />the comments and suggest strategies for <br />preparing responses. This step is desirable to <br />ensure that all substantive comments are <br />being addressed and that the appropriate <br />level of response will be prepared. This step <br />is especially critical if new analysis is required <br />or an additional alternative needs to be <br />considered. The product of this task will be <br />a Response to Comments document that: <br /> <br />. Lists the commentors; <br /> <br />. Presents responses to substantative <br />comments; <br /> <br />. Summarizes in one section all <br />proposed text changes to the Draft <br />SEIR; and <br /> <br />. Reproduces the comment letters and <br />transcripts/minutes of the public <br />hearing. <br /> <br />Meeting: EIP will attend one meeting with <br />City staff in Pleasanton to discuss the <br />appropriate level of response to comments. <br /> <br />Deliverable: One original and nine copies of <br />the Administrative Final, plus an electronic <br />version in Word. <br /> <br />Task 8: Prepare Final SEIR <br /> <br />Purpose: To prepare a Final SEIR for City <br />Council consideration. <br /> <br />Discussion: Based on comments received <br />from City staff, the Administrative Final <br />SEIR will be revised. The revised document <br />will be submitted to the City for discussion <br />first by the Pleasanton Planning Commission <br />and then certification by the Pleasanton City <br />CounciL <br /> <br />Deliverable: 50 copies of the Final SEIR, one <br />camera-ready version, plus an electronic <br />version in Word. <br /> <br />Task 9: Mitigation Monitoring Program <br /> <br />Purpose: To prepare a mitigation monitoring <br />plan for the proposed project pursuant to AB <br />3180. <br /> <br />Discussion: In response to AB 3180, cmes <br />and counties are required to prepare plans to <br />determine whether mitigation measures <br />adopted in a Final EIR (or Final SEIR) are <br />being implemented and how effectively they <br />are reducing the impacts they are intended to <br />minimize. To be effective, such plans need <br />to specifically define what activities are <br />required to implement the mitigation <br />measure, identify when they need to be <br />performed, indicate who is responsible for <br />implementation, and establish criteria by <br />which their effectiveness can be judged. <br /> <br />EIP Associates <br /> <br />2-18 <br />
