For the cost proposal, we have assumed that we will attend one Planning Commission hearing to receive comments on the Draft SEIR. Meetings: hearing. One Planning Commission Task 7: Prepare Administrative Final SEIR Purpose: To prepare responses to the comments received on the Draft SEIR, and incorporate these responses into an Administrative Final SEIR for City review. Discussion: All substantive comments for each written and oral comment will be individually addressed. Prior to preparing responses, EIP will meet with staff to review the comments and suggest strategies for preparing responses. This step is desirable to ensure that all substantive comments are being addressed and that the appropriate level of response will be prepared. This step is especially critical if new analysis is required or an additional alternative needs to be considered. The product of this task will be a Response to Comments document that: . Lists the commentors; . Presents responses to substantative comments; . Summarizes in one section all proposed text changes to the Draft SEIR; and . Reproduces the comment letters and transcripts/minutes of the public hearing. Meeting: EIP will attend one meeting with City staff in Pleasanton to discuss the appropriate level of response to comments. Deliverable: One original and nine copies of the Administrative Final, plus an electronic version in Word. Task 8: Prepare Final SEIR Purpose: To prepare a Final SEIR for City Council consideration. Discussion: Based on comments received from City staff, the Administrative Final SEIR will be revised. The revised document will be submitted to the City for discussion first by the Pleasanton Planning Commission and then certification by the Pleasanton City CounciL Deliverable: 50 copies of the Final SEIR, one camera-ready version, plus an electronic version in Word. Task 9: Mitigation Monitoring Program Purpose: To prepare a mitigation monitoring plan for the proposed project pursuant to AB 3180. Discussion: In response to AB 3180, cmes and counties are required to prepare plans to determine whether mitigation measures adopted in a Final EIR (or Final SEIR) are being implemented and how effectively they are reducing the impacts they are intended to minimize. To be effective, such plans need to specifically define what activities are required to implement the mitigation measure, identify when they need to be performed, indicate who is responsible for implementation, and establish criteria by which their effectiveness can be judged.
