The impact analysis will also <br />include analysis of cumulative impacts <br />resulting from implementation of the <br />proposed project. <br /> <br />Other Statutory CEQA Sections, EIP will <br />prepare other sections required by CEQA <br />that focus on long-term secondary effects, if <br />project effects are substantially greater than <br />those described in the Specific Plan EIR. If <br />required, these sections will include <br />cumulative impacts, growth-inducing effects, <br />unavoidable adverse effects, and irreversible <br />and irretrievable impacts. <br /> <br />Alternatives, EIP will define and review up <br />to two project alternatives, in addition to the <br />CEQA-mandated no-project alternative. <br />Project alternative will be designed to reduce <br />significant impacts identified for the <br />proposed project. For example, a reduced- <br />scale alternative may reduce significant traffic <br />impacts, if any, to a less-than-significant level. <br />Similarly, a modified land use scheme that <br />shifts the senior continuing care community <br />further from 1-580 may reduce air pollutant <br />and noise exposure from vehicular traffic <br />along the freeway. <br /> <br />Meeting: EIP will attend one meeting with <br />staff in Pleasanton to review the <br />Administrative Draft EIR. <br /> <br />Deliverables: One original and nine copies of <br />the Administrative Draft, plus an electronic <br />version in Word; one original and an <br />electronic version in Word of the visual <br />analyses and the noise study. <br /> <br />City lnvo/-vement: Review Administrative <br />Draft SEIR and Technical Reports and <br />provide EIP will a single consolidated set of <br />comments. <br /> <br />Task 5: Prepare Draft SElR <br /> <br />Purpose: To prepare and submit the Draft <br />SEIR to the City for distribution to the <br />public. <br /> <br />Discussion: Based on the comments received <br />from City staff, EIP will revise the <br />Administrative Draft SEIR as necessary. It is <br />expected that staff review will concentrate on <br />the accuracy of the existing conditions, the <br />complete characterization of the impacts, and <br />the appropriateness of the recommended <br />mitigation measures. <br /> <br />The revised document will be a Draft SEIR, <br />fully in compliance with State CEQA <br />Guidelines and the City guidelines, and will <br />be circulated among the public agencies and <br />the general public as well as specific <br />individuals, organizations, and agencies <br />expressing an interest in receiving the <br />document. <br /> <br />Deliverable: 50 copies of the Draft SEIR, one <br />camera-ready version, plus one electronic <br />verSion. <br /> <br />City Involvement: Distribution of the Draft <br />SEIR. <br /> <br />Task 6: Public Review and Hearing <br /> <br />Purpose: To provide the public and public <br />agencies with an opportunity to review and <br />comment on the Draft SEIR. <br /> <br />DisCttssion: The City will provide for a 45- <br />day period during which the public will have <br /> <br />EIP Associates <br /> <br />2-17 <br />
