Construction phasing and duration. <br /> <br />We will conduct a site visit/orientation on <br />the same day to give consultant team <br />members familiarity with the site and the <br />project sponsor's proposaL <br /> <br />Deliverable: Preliminary SEIR outline and <br />format recommendations. <br /> <br />Meeting: Meeting No.1 with staff to kick off <br />the project and visit the project study area. <br /> <br />Task 2. Prepare Project Description, <br />Notice of Preparation, and Scoping <br /> <br />Purpose: To prepare a project description <br />and NOP, and to participate in a scoping <br />session to receive public comments on the <br />issues to be addressed in the SEIR. <br /> <br />Discussion: The preparation of the project <br />description and the NOP will comply with <br />the State CEQA Guidelines, as described <br />below. The scoping session will be held as <br />part of a regularly scheduled Planning <br />Commission meeting. <br /> <br />Subtask 2.1 Project Description <br /> <br />The project description will summarize the <br />entitlements being sought by the project <br />sponsor, the location and details of the <br />proposed project, the objectives sought by <br />the project sponsor, and the intended uses of <br />the SEIR. Information for this section will <br />be obtained from the project sponsor <br />(Alameda County Surplus Property <br />Authority) as well as the Initial Study. EIP <br /> <br />will utilize electronic files of the preliminary <br />plans for the SEIR. <br /> <br />The key differences between the proposed <br />project and the development plans originally <br />anticipated on the 293-acre site as provided in <br />the Stoneridge Drive Specific Plan will be <br />described. In addition, the Stoneridge Drive <br />Specific Plan will require an amendment to <br />accommodate the proposed project. This <br />amendment will be included as part of the <br />project description. <br /> <br />One of the most important tasks for the <br />SEIR will be to clearly distinguish those <br />impacts that have been addressed and <br />mitigated in the original EIR and those that <br />require new analyses. The Initial Study does <br />an admirable job of making this distinction, <br />and the same effort must apply to the SEIR. <br />For some topics, the amendments may result <br />in a reduction from those impacts identified <br />in the 1989 EIR; for other topics, the <br />incremental impacts will be greater and it <br />will be necessary to determine how much <br />additional mitigation, if any, is warranted. <br /> <br />A chart clearly explaining the original <br />entitlements, how much of that is developed, <br />which components are changing, and what <br />the proposed uses will be is envisioned as a <br />technique for summarizing the differences <br />between the original Stoneridge Drive <br />Specific Plan and the proposed amendment. <br />Table 2-1 below illustrates this concept and is <br />similar to a table included in the 1996 <br />Supplemental EIR for a residential proposal <br />that was never implemented. <br /> <br />EIP Associates <br /> <br />2-2 <br />
