~ Exhibit A EXHIBIT A: PROJECT ApPROACH SCOPE OF WORK The work tasks for the Stoneridge Drive Specific Plan Amendment/Staples Ranch SEIR are presented below. The activities to be performed as part of each task, including meetings and deliverables are discussed individually. This scope is based on review of background documents, recommendations from the City-prepared Initial Study that accompanied the Request for Proposals, and EIP's prior experience with similar projects. Staff who will be participating in each of these tasks are identified in Section 3, Cost Estimate, of this proposal. The SEIR work plan is organized into the following 12 work tasks: Task 1: Kick-offMeetinglOrientation Task 2: Prepare Project Description, NOP, and Scoping Task 3: Peer Review of Technical Studies Task 4: Prepare Administrative Draft SEIR Task 5: Prepare Draft SEIR Task 6: Public Review and Hearings Task 7: Prepare Administrative Final SEIR Task 8: Prepare Final SEIR Task 9: Prepare Mitigation Monitoring Program Task 10: Prepare Statement of Overriding Considerations Task 11: Attend Certification Hearing Task 12: Project Coordination/Management Task 1: Kick-off Meeting/Orientation Purpose: To initiate the SEIR effort and discuss key issues, data collection efforts, and the schedule for completion of individual tasks. Discussion: As part of this task, key EIP staff will meet with City of Pleasanton planning staff and the project sponsor's team to kick- off the project, discuss data needs, identify base map requirements, and review procedures for further contact with the project sponsor, as well as communications with other public agencies and the public. This meeting is an important opportunity to collect additional available materials on the Staples Ranch study area that were not provided with the Request for Proposals and to understand when the background studies from the project sponsor will be available. At this meeting, EIP would provide an initial Data Request list identifying the minimum information required to conduct the technical analysis for the SEIR. Possible data in addition to those identified in the RFP include: . Any previous technical studies prepared on behalf of the project sponsor including, for example, the Phase I and Phase II assessments. . The Airport Land Use Plan for Livermore Municipal Airport, Preliminary concepts for the community park. Further background on the natural gas pipeline that traverses the site. . . EI P Associates 2-1
