<br />~ <br /> <br />Exhibit A <br /> <br />EXHIBIT A: PROJECT ApPROACH <br /> <br />SCOPE OF WORK <br /> <br />The work tasks for the Stoneridge Drive <br />Specific Plan Amendment/Staples Ranch <br />SEIR are presented below. The activities to <br />be performed as part of each task, including <br />meetings and deliverables are discussed <br />individually. This scope is based on review <br />of background documents, recommendations <br />from the City-prepared Initial Study that <br />accompanied the Request for Proposals, and <br />EIP's prior experience with similar projects. <br />Staff who will be participating in each of <br />these tasks are identified in Section 3, Cost <br />Estimate, of this proposal. <br /> <br />The SEIR work plan is organized into the <br />following 12 work tasks: <br /> <br />Task 1: Kick-offMeetinglOrientation <br /> <br />Task 2: Prepare Project Description, NOP, <br />and Scoping <br /> <br />Task 3: Peer Review of Technical Studies <br /> <br />Task 4: Prepare Administrative Draft SEIR <br /> <br />Task 5: Prepare Draft SEIR <br /> <br />Task 6: Public Review and Hearings <br /> <br />Task 7: Prepare Administrative Final SEIR <br /> <br />Task 8: Prepare Final SEIR <br /> <br />Task 9: Prepare Mitigation Monitoring <br />Program <br /> <br />Task 10: Prepare Statement of Overriding <br />Considerations <br /> <br />Task 11: Attend Certification Hearing <br />Task 12: Project Coordination/Management <br /> <br />Task 1: Kick-off Meeting/Orientation <br /> <br />Purpose: To initiate the SEIR effort and <br />discuss key issues, data collection efforts, and <br />the schedule for completion of individual <br />tasks. <br /> <br />Discussion: As part of this task, key EIP staff <br />will meet with City of Pleasanton planning <br />staff and the project sponsor's team to kick- <br />off the project, discuss data needs, identify <br />base map requirements, and review <br />procedures for further contact with the <br />project sponsor, as well as communications <br />with other public agencies and the public. <br />This meeting is an important opportunity to <br />collect additional available materials on the <br />Staples Ranch study area that were not <br />provided with the Request for Proposals and <br />to understand when the background studies <br />from the project sponsor will be available. <br /> <br />At this meeting, EIP would provide an initial <br />Data Request list identifying the minimum <br />information required to conduct the <br />technical analysis for the SEIR. Possible data <br />in addition to those identified in the RFP <br />include: <br /> <br />. <br /> <br />Any previous technical studies <br />prepared on behalf of the project <br />sponsor including, for example, the <br />Phase I and Phase II assessments. <br /> <br />. <br /> <br />The Airport Land Use Plan for <br />Livermore Municipal Airport, <br /> <br />Preliminary concepts for the <br />community park. <br /> <br />Further background on the natural gas <br />pipeline that traverses the site. <br /> <br />. <br /> <br />. <br /> <br />EI P Associates <br /> <br />2-1 <br />
