Resolution No. 93-102 <br />Page Two <br /> <br />WHEREAS, Hayward, Pleasanton and County each has land use and <br /> development policies which are applicable to the <br /> RidgelandsArea but each of which vary in many respects; <br /> and <br /> <br />WHEREAS, Hayward, Pleasanton and the County have long recognized <br /> the RidgelandsArea as a valuable natural resource and a <br /> regional asset and recognize that protection of this <br /> resource will require the cooperation of each other; and <br /> <br />WHEREAS, this cooperative effort has produced a consensus of <br /> objectives and policies for the Ridgelands Area which <br /> will ensure the preservation of permanent open space, <br /> recognize existing development and the potential for <br /> limited future development, and provide for improved <br /> access to public parklands; and <br /> <br />WHEREAS, Hayward and the County have approved a Memorandum of <br /> Understanding with Pleasanton which requires Hayward and <br /> the County to use its best efforts to adopt into their <br /> General Plans goals and policies for the Ridgelands which <br /> are acceptable to the Pleasanton City Council; and <br /> <br />WHEREAS, Hayward has approved an amendment to its General Plan <br /> which incorporate goals and policies for the Ridgelands <br /> which are acceptable to the Pleasanton City Council; and <br /> <br />WHEREAS, the Pleasanton City Council has conditionally approved <br /> this same Memorandum of Understanding with Hayward and <br /> the County which requires Pleasanton to use its best <br /> efforts to adopt into its General Plan goals and policies <br /> for the Ridgelands which are acceptable to the Hayward <br /> City Council and to the Alameda County Board of <br /> Supervisors; and <br /> <br />WHEREAS, in order to adopt such goals and policies into the <br /> Pleasanton General Plan, the voters of Pleasanton must <br /> vote to amend the General Plan; and <br /> <br />WHEREAS, Section 4017 of the Elections Code permits the City <br /> Council to submit to the voters, without a petition <br /> therefor, a proposition for the repeal, amendment or <br /> enactment of an ordinance; and <br /> <br />WHEREAS, the City Council has reviewed and considered an <br /> Initiative Ordinance attached to this Resolution; and <br /> <br />WHEREAS, the City Council finds that the attached Initiative <br /> Ordinance carries out the intent and mandate of Measure <br /> M; and <br /> <br /> <br />
