CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 93-102 <br /> <br /> A RESOLUTION AUTHORIZING THE PLACEMENT OF A <br /> CITY COUNCIL SPONSORED INITIATIVE PROPOSING A <br /> GENERAL PLAN AMENDMENT REGARDING THE <br /> PLEASANTON RIDGELANDS AREA ON THE NOVEMBER 2, <br /> 1993 SPECIAL ELECTION, DIRECTING THE CITY <br /> ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF <br /> THE INITIATIVE, AUTHORIZING ARGUMENTS <br /> CONCERNING THE INITIATIVE MEASURE, ALLOWING <br /> REBUTTAL ARGUMENTS REGARDING THE INITIATIVE <br /> MEASURE, AND REQUESTING ALAMEDA COUNTY TO <br /> CONDUCT THIS ELECTION IN CONJUNCTION WITH THE <br /> NOVEMBER 2,-1993 SPECIAL ELECTION <br /> <br />WHEREAS, the Ridgelands Area includes approximately 13,000 acres <br /> generally bounded by 1-580, Palomares Road, Niles Canyon <br /> Road, Foothill Road, and the 670 foot Residential/Open <br /> Space boundary in the Pleasanton General Plan exclusive <br /> of the existing communities of Sunol, Kilkare Canyon and <br /> Castlewood; and <br /> <br />WHEREAS, the boundaries of the Ridgelands Area are shown on the <br /> attached Exhibit "A"; and <br /> <br />WHEREAS, part of the Ridgelands Area is within Hayward, part is <br /> within Pleasanton and the remainder is unincorporated <br /> area of the County; and <br /> <br />WHEREAS, the Ridgelands Area is largely comprised of steeply <br /> sloping, heavily forested land, which now is primarily <br /> pasture open space and which offers opportunities for <br /> high value active and passive open space uses, both park <br /> and quasi-public; and <br /> <br />WHEREAS, significant development of the Ridgelands Area and the <br /> necessary infrastructure to serve such development would <br /> impact the views of the Area, be an expensive and <br /> inefficient use of public resources, occur in potentially <br /> unstable, sloping areas which are relatively difficult <br /> for emergency services to reach, impair areas of <br /> important continuous native habitat, including riparian <br /> corridors, thereby harming the wildlife that relies on <br /> these areas for its survival as well as reducing the <br /> diversity of species, and decrease, if not eliminate, the <br /> economic viability of agricultural areas in the <br /> Ridgelands Area; and .. <br /> <br /> <br />
