Goal 4. To direct development and development speculation away from lands <br /> with environmentally sensitive features, lands with primary open space <br /> values, and lands difficult to service by existing jurisdictions. <br /> <br /> Goal 5. To coordinate land use planning of the area between Hayward, <br /> Pleasanton, and Alameda County so as to increase certainty over future <br /> land uses and to reduce speculation. <br /> <br />IV. PLEASANTON RIDGELANDS AREA PLAN POLICIES <br /> <br /> The policies and implementation programs described below are intended to establish <br /> the mechanisms necessary to achieve the goals of the Plan. <br /> <br /> Policy 1. Maintain the visual quality and open space of the Plan Area as viewed <br /> from outside the Plan Area. <br /> <br /> Program 1.1- Establish land use and design standards to minimize <br /> intrusion of man-made structures and other features into <br /> the existing viewshed. <br /> <br /> Program 1.2- Limit uses to those appropriate to retaining the present <br /> visual quality of the Plan Area. <br /> <br /> Policy 2. Encourage the retention of agricultural open space uses, such as <br /> grazing, within the Plan Area. <br /> <br /> Program 2.1- Discourage the non-renewal or cancellation of <br /> Williamson Act contracts. <br /> <br /> Program 2.2- Discourage incompatible urban uses within the Plan Area <br /> unless their impacts on agricultural uses are satisfactorily <br /> mitigated. <br /> <br /> Program 2.3- Establish and implement a right-to-farm ordinance and <br /> disclose its existence by referencing said ordinance in the <br /> approval of any new residential and/or other urban use in <br /> order to minimize unexpected conflicts between such <br /> uses. <br /> <br /> Policy 3. Encourage accessibility and usefulness of parks and trails within the <br /> Plan Area to those residents of the region. <br /> <br /> 3 <br /> <br /> <br />
