PLEASANTON RFF~G~LANDS AR~A PLAN BOUNDARu~S The Pleasanton Ridgelands Area Plan encompasses approximately 13,000 acres of the Pleasanton, Sunol, and Main Ridges bounded generally by 1-580 to the north, Palomares Road to the west, Niles Canyon Road to the south, and the urban edge of Pleasanton to the east, excepting the rural communities of Sunol and Kilkare Canyon. The Plan Area encompasses the steeply sloping ridges and valleys comprising the bulk of the generally undeveloped open space. A roughly 600 acre portion of the northwest corner of the Ridgelands is not included in the Ridgelands area due to its potential suitability for development. It has considerable area of less than 25 percent slope, few significant stands of native vegetation in its developable area, direct access to 1-580 without impacting Palomares Road, and minimal visibility from most of the surrounding area. This land is generally identified as being within a Castro Valley Sphere-of-Influence because it can be serviced by the same urban service providers as Castro Valley. A cluster development plan in this area could be a means to provide the most suitable access to the .Pleasanton Ridgelands Regional Park as well as to provide, through dedication and/or other areas, significant additional publicly accessible open space park/and. Although this land is omitted from the Ridgelands Area, it is intended that potential urban development here will only occur if it furthers the open space goals and policies of the Pleasanton Ridgelands Area Plan without inducing additional growth. lIl. PLEASANTON RIDGELANDS AREA PLAN GOALS In order to achieve the goals of the Pleasanton Ridgelands Area Plan, a specific set of General Plan goals and policies has been developed to govern land uses in this area. The goals and policies of the Pleasanton Ridgelands Area Plan are specific to the Pleasanton Ridgelands, but they are to be used in conjunction with all other General Plan policies. In the event the application of these specific policies conflicts with any other General Plan policy, the specific policy shall control within the Pleasanton Ridgelands area. Goal 1.To preserve the area's unique rural and scenic qualities. Goal 2. To establish a clear buffer between the communities of Hayward, Union City, and Castro Valley to the west and Pleasanton to the east. Goal 3. To maximize the usefulness of the major open space park while minimizing its impact within the region. 2
