PLEASANTON RIDGELANDS AREA PLAN <br /> <br />I. INTRODUCTION <br /> <br />The Pleasanton Ridgelands area comprises 13,000 acres of ridges and valleys which separate <br />the Tri-Valley area from Castro Valley and the communities of the East Bay Plain. It <br />provides the primary western backdrop for Pleasanton and joins the more westerly ridges in <br />establishing the topographic edge to Hayward and Castro Valley. This predominantly <br />undeveloped land further provides an open space amenity of regional significance. It is <br />characterized by steeply sloping, heavily forested eastern and northern faces of the <br />Pleasanton, Sunol, and Main Ridges and broad grassland grazing areas along ridge tops and <br />southern and western slopes. This scenic area also contains substantial agricultural land as <br />well as valuable wildlife habitat. <br /> <br />Over the years, the Pleasanton Ridgelands has been eyed for major residential projects. <br />Proposals have been made to Hayward, Pleasanton, and Alameda County, but despite <br />extensions of city limits, creation of special service districts, and construction of some urban <br />infrastructure, projects have generally not proceeded. Outside of the rural home sites located <br />along the Palomares and Kilkare Canyons, no significant development exists. Proposals for <br />major park use of the Ridgelands have met with greater success. The East Bay Regional <br />Park District (EBRPD) has established a 3,200 acre Pleasanton Ridgelands Park, with a <br />concept master plan for major expansions. Both Pleasanton and the Hayward Area <br />Recreation District (HARD) also operate parks within the area. The Circle the Bay Ridge <br />Trail plan anticipates utilizing the Ridgelands as a corridor for its planned trail. <br /> <br />The intent of the Pleasanton Ridgelands Area Plan is to preserve the remaining agricultural <br />open space, enhance the value of open space park uses, and coordinate the policies of <br />Hayward, Pleasanton, and Alameda County so that these goals can be accomplished. <br /> <br />To achieve the goal of jurisdictional coordination, the Pleasanton Ridgelands Area Plan <br />policies are intended to be adopted by Hayward, Pleasanton, and Alameda County as <br />amendments to their respective General Plans. In this manner, implementation of these <br />policies could occur within each of the jurisdictions with land use authority over a portion of <br />the Ridgelands. <br /> <br /> ' EXH BJT B, <br /> <br /> <br />
