Executive Director - thanked the Commission for past support <br />and advised that the Senior Support Program was seeking funding to provide comprehensive case <br />management for seniors and caregivers coping with Alzheimer Disease and other forms of dementia. It <br />would also support In-Home Counseling to address the growing number of elders coping with depression. <br /> <br />Chairperson Tenbrink discussed with Ms. Petersen the rising costs to accommodate new versus existing <br />clients. <br /> <br />Commissioner Cousins questioned iflong-term clients have a negative impact on the ability of the <br />organization to accommodate new clients, and how alternative services are utilized. Ms. Petersen advised <br />that referral services and coordinated regional services are a key element of the program's success. <br /> <br />Spectrum Communitv Services, Annemarie Parrish. Senior Nutrition Program Manager - thanked the <br />Commission for past support and advised that funding for the congregate meals program would ensure at <br />least 155 Pleasanton seniors would receive hot, nutritious meals in a supportive and welcoming social <br />setting. <br /> <br />Tri-Vallev Haven, Paul Hoffman. Data Manager - advised that one (I) funding request would help <br />rehabilitate the Children's Room at Shiloh, the domestic violence shelter, which is showing signs of <br />consistent heavy use and some vandalism. The second request would upgrade the agency's phone system, <br />to ensure service availability and stability. <br /> <br />Commissioner Lambert discussed with Mr. Hoffman vandalism issues that occur at the shelter. In <br />response to a question from Chairperson Tenbrink, Mr. Hoffman advised that he had not been with the <br />agency long enough to have per diem client costs readily available. Mr. Hoffman also informed <br />Commissioner Ponton that he felt the funding request for a replacement telephone system was the most <br />important item. <br /> <br />Chairperson Tenbrink closed the Public Hearing at 8:00 p.m. <br /> <br />Mr. Erickson thanked everyone that applied for funding. He discussed the difficulties faced this year in <br />proportioning funding, due to an approximate 12% reduction in available funds. He reviewed the funding <br />requests and staff recommendations as outlined in Tables A and B in the staff report. Mr. Erickson also <br />advised that as allowed by HUD, 20% of the available funding can be, and has been in past years, used for <br />City administrative expenses. He also provided information about the ECHO Housing request for <br />counseling services funding. <br /> <br />Commissioner Testa suggested the Commission request that the City Council consider reallocating the <br />20% now being used for administrative costs, so that more agency requests could be fulfilled. She <br />recommended that the City find an alternative funding source for the administrative costs.
