<br />Ms. Compton advised that the second funding request was a capital project to support construction of a <br />Women's Health Center at the Railroad Avenue location. This project would increase the availability of <br />medical services for low-income pregnant women who are at high risk for obstetrical and newborn <br />complications. Funding is being requested over a two-year period, and will expand capacity by 44% by <br />converting an existing 1,400 square foot office space into a four-examination room obstetrical suite. <br /> <br />Bay Area Communitv Services (BACS) - Lisa Elfand. Ph.D.. Program Director - thanked the <br />Commission for past support of its programs. She advised that BACS was applying for funding in the <br />amount of$IO,OOO to provide day rehabilitation services to low-income adults in the Tri-Valley area that <br />suffer with severe and persistent mental illness. The program helps clients function as independently as <br />possible by offering a variety of group and support services. <br /> <br />Communitv Association for Preschool Education. Inc.. (CAPE. Inc.). Lvnn Soencer. Program/Education <br />Manager and Gavle Cruickshank. Fiscal Manager - thanked the Commission for past support. Ms. <br />Spencer advised that CAPE was requesting funding for two (2) programs. The first program would <br />provide bilingual/bicultural mental health services one-day per week to approximately 20 Spanish <br />speaking children through a bilingual Mental Health Consultant. <br /> <br />Commissioner Cousins and Chairperson Tenbrink discussed with Ms. Spencer the specialist that would be <br />hired for the program, and clarified that approximately 70% of the clients in the program are of Spanish <br />descent. <br /> <br />Ms. Cruickshank provided information about CAPE's second request, a capital project to complete <br />playground improvements to meet Americans with Disabilities Act (ADA) requirements. <br /> <br />Easter Seals Bav Area. Patrick Shannon. Program Develooment Manager - advised Commissioners that <br />requested funding would provide disabled Pleasanton children, ages 5-22, with volunteer/employment, <br />recreation/leisure, and postsecondary education opportunities, and help them transition into a healthy and <br />productive adulthood. The program would provide training to assist participants in learning to cook, shop, <br />travel, and meet other educational needs. <br /> <br />God's Love Outreach Ministries. Dr. Allen Turner. Pastor and Antoinette Robinson - advised that the <br />Agency understood staff's recommendation to not the fund the two (2) submitted grant requests due to an <br />unidentified project location site. He also noted that since the application due date, the Ministries had <br />located a suitable location on "L" Street in Livermore. The proposed project would provide outreach to <br />low-income women who are coming out of prison or unstable households, teaching them self-sufficiency <br />by identifying and removing barriers. The Commission was advised that the two (2) funding requests <br />were: I) Operational expenses for a domestic violence/crisis shelter; and, 2) Capital funds for appliances <br />and equipment in the shelter. <br /> <br />Commissioner Lambert was informed that God's Love Outreach Ministries does not currently provide <br />housing for women in need, but makes referrals to Tri-Valley Haven and Shepherd's Gate. Ms. Morley <br />questioned how this program would be different/similar to Shepherd's Gate or the Tri Valley Haven's <br />shelter services, and how referrals would be taken.
