7. MATTERS BEFORE THE COMMISSION

A. Review of the 2006-07 Mid-Term Capital Improvement Proe:ram CIP)

Mr. Bocian reviewed with the Commission the 2006/07 Mid-Term Capital Improvement Program (CIP),
which includes Miscellaneous, Parks, Streets, Water, and Sewer projects. He also reviewed the City
Council Work Plan for 2005/06. Mr. Bocian advised that as part of the CIP approval process, the City
Council had indicated an interest in focusing CIP resources on "highest priority" projects that are
consistent with the Annual Work Plan. As a result, five (5) projects have been prioritized for funding: I)
Renovation of the Veteran's Memorial Building; 2) Phase I Bernal Sports Fields; 3) Alviso Adobe
Historical Park; 4) Kottinger Creek Renovation; and, 5) Firehouse Arts Center. He noted that long-term
funding for these projects will be reviewed by the City Council in March 2006.

Commissioner Lambert discussed with Mr. Bocian the proposed development of additional sports fields
and amenities on the Bernal property. Mr. Bocian advised that additional phases for the Bernal property
have not been developed at this time.

Commissioner Testa thanked Mr. Bocian and the City Council for completion of the BMX Park, which is
being well used by Pleasanton youth.

A motion was made by Commissioner Ponton, seconded by Commissioner Testa, to accept the proposed
2006/07 Mid-Term Capital Improvement Program (CIP) as presented by staff.

ROLL CALL VOTE:

AYES:

Commissioners Cousins, Detweiler, Lambert, Lewis, Ponton, Testa, and Chairperson
Tenbrink.
None
Commissioner Olson
None

NOES:
ABSENT:
ABSTAIN:

6. PUBLIC HEARINGS

A. Presentation from Nonprofit Ae:encies and Recommendation to Allocate Federal
Community Development Block Grant (CDBG) Funds for Fiscal Year 2006 (2006/07)

Chairperson Tenbrink opened the Public Hearing for presentations by nonprofit agencies applying for
Community Development Block Grant (CDBG) Funds for FY 2006/07.

Axis Communitv Health - Sue Compton. Associate Executive Director - advised that Axis was applying
for two (2) grants. She understood staff's recommendation to not fund the project that would assist clients
with public health care enrollment, due to the number of other grant requests received. That particular
funding request would have been used to support an Enrollment Specialist to provide uninsured and
indigent Pleasanton families with assistance to determine eligibility for publicly-supported health care
plans. The Specialist would also complete enrollment forms, schedule health care services, and provide
follow-ups to determine that medical care needs are met.

Human Services Commission Minutes
March 1, 2006
Page 2
