<br />maintenance provider. Its operations yard is located in Hayward <br />and will provide convenient local access. Vista Universal has both <br />the staff and equipment necessary to provide emergency service to <br />the City 24 hours a day, 7 days a week. Typical call-out response <br />time will be 1 to 2 working days to repair a malfunctioning street <br />light and a 2-hour response to address a knocked down street light. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City of Pleasanton has used a contractor to conduct the routine maintenance and <br />emergency maintenance of the City's street lights from the time the lights were <br />purchased from PG&E in the 1990's. The current contract has expired and a new <br />contract contains the prevailing wage requirements needed in all new contracts. <br /> <br />In addition to the inclusion of the prevailing wage requirements, the Street Light and <br />Pathway Light Maintenance Contract includes the replacement of all street light bulbs <br />on a 4-year basis. The life expectancy of a typical street light bulb is approximately 5 <br />years. The 4-year requirement will allow the City to maximize the useful life of the <br />bulbs and minimize the number of street light outages and should result in improved <br />street light and pathway light operations. <br /> <br />The new Contract also requires a more streamlined outage notification system including <br />routine night time checks and a public email address and voicemail so that our residents <br />will be able to report outages directly to the contractor. <br /> <br />Three companies submitted proposals. The sealed proposals for the Maintenance <br />Contract were opened on March 14, 2006, and ranged in price from $9,660.00 to <br />$32,620.00 per month for the routine maintenance fee. <br /> <br />For review and selection purposes, the contractor was not selected based solely on the <br />lowest monthly flat rate; instead, the selection process incorporated some emergency <br />repair work quantities. Vista Universal Inc. had the lowest monthly flat rate fee, as <br />well as being the lowest contractor based on the flat rate and the extra work selection <br />spreadsheet. <br /> <br />SR 06:098 <br />Page 2 of 4 <br />
