<br />· The County continues to explore options related to Happy Valley Road but will <br />collaborate with the City on both a traffic calming plan and identifYing bypass road <br />options. <br />. The traffic calming process will involve City and County staff working with residents and <br />property owners to develop a short-term traffic-calming plan. (The City has already <br />initiated additional traffic enforcement for the area.) <br />. The Blue Ribbon Committee will identify alignment and funding options for the bypass <br />road and will review the traffic-calming plan when developed. <br /> <br />To provide more flexibility in terms of alignment options, Resolution 03-008 must be amended <br />to restate Council's direction to staff. <br /> <br />HAPPy VALLEY BYPASS ROAD BLUE RIBBON COMMITIEE <br /> <br />Committee Purpose <br />The ultimate goal of the committee is to investigate, discuss and develop alignment and funding <br />options related to the construction of the Happy Valley Bypass Road. <br /> <br />Study Area <br />The Blue Ribbon Committee will focus on the study area as presented in the Specific Plan and <br />shown on the attached map (Exhibit C). Part of the study area is outside of City limits and most <br />of the streets noted above are maintained by Alameda County. <br /> <br />Committee Structure <br />Council has several options from which to choose in determining the committee structure. For <br />example, committee members could be neighborhood representatives who geographically <br />represent the Happy Valley area. <br /> <br />. Option 1: Ask the neighborhood to identify 5-9 committee members based on geographic <br />representation, i.e., one representative from each street and/or other sizable area as defined <br />by the neighborhood (i.e., via the Alisal Improvement Club); invite the County to <br />designate up to 3 additional committee members; include appropriate City and County <br />staff. Staff members would provide support to the committee only. <br /> <br />. Option 2: Ask the neighborhood to identifY a pool of interested residents from which <br />Council would select 5-9 committee members; invite the County to designate up to 3 <br />additional committee members; include appropriate City and County staff as support. <br /> <br />.
