Based on prior successful experience, staff recommends Option 1. Residents living on adjacent
streets can have very different perspectives on traffic problems and remedies. Ensuring
representation is distributed geographically helps all viewpoints be heard.

Estimated Timeline
With Council approval of the committee structure and understanding of the process, staff will
move forward with the following timeline:

. March/April: Hold a neighborhood meeting to present information related to
establishing the committee and to identifY representatives willing to serve.
. April/May: Return to Council to confirm committee participants.
. May-September: Hold meetings with the committee to share relevant information and
develop the options.
. Summer/Fall: Present the draft plan to all interested residents at an open meeting and
determine level of consensus around each option.
. Fall: Present options and Committee recommendations to Council.

This timeline assumes there will be area residents interested in serving on such a committee and
that consensus around options can be reached; should either not be the case, staff will return to
Council with new information.

FISCAL IMPACT

Fiscal impacts beyond staff time are unknown at this time. Costs will be determined and
included in the eventual report that returns to Council with the bypass road options.

ATTACHMENTS

Exhibit A: Resolution 06-XXX
Exhibit B: Resolution 03-008
Exhibit C: Copy of "Proposed Circulation System Improvements" map taken from Specific Plan

Respectfully Submitted,

Lorie infow r
Administrative Services Director

Ofu.Q~

David P.
