<br />traffic generated by the Callippe Preserve Golf Course when completed. Activity related to the <br />bypass road was postponed for a number of reasons including changes in development plans by <br />the affected property owner, disagreements about long term issues associated with the optimal <br />path of road, and potential impacts to soil stability. <br /> <br />Resolution No. 03-008 (attached as Exhibit B) was adopted on January 21, 2003, and "directs <br />staff to study only the Bypass Road in the Happy Valley Specific Plan, to work with the Spotorno <br />family to expedite the planning of the Bypass Road and any development Plans for the Sportono <br />properties, and to review an interim alternative access to the golf Course property that would help <br />divert traffic off Sycamore road and onto Sycamore Creek Road." A copy of the "Proposed <br />Circulation System Improvements" map taken from the Specific Plan shows the alignment and is <br />attached as Exhibit C. <br /> <br />Golf Course Opens. Callippe Preserve Golf Course opened in November 2005 and traffic <br />impacts were expected to increase. City Manager Nelson Fialho suggested that Council establish <br />a Blue Ribbon Committee to look at ways to mitigate the traffic impacts. Staff began preparing a <br />report with a committee and process structure based the City's traffic calming program. <br /> <br />Traffic Data Confirms Increases. Meanwhile, data was collected at several locations after the <br />golf course opened. Comparison data (available for only two of the collection sites) shows the <br />following: <br /> <br />Sycamore Road south of Sycamore Creek Way <br />Alisal Road north of Westbridge Lane <br /> <br />Vehicles Counted <br />Year 2001 Year 2005 <br />700 1,400 <br />270 700 <br /> <br />Percent Increase <br />100% <br />160% <br /> <br />Additional data will be collected in spring/summer 2006 when golf course activity will peak. <br />With the increased traffic came increased concern by residents of the Happy Valley area about <br />potential hazards associated with the traffic. <br /> <br />County Actions. In December, Alameda County announced that it was considering a temporary <br />closure of Happy Valley Road near the access road to the golf course. They also conveyed to the <br />City Manager their concerns about the City initiating a traffic calming process that would have <br />potential effects on County roads and properties. As a result, the proposed traffic calming <br />process was put on hold. <br /> <br />The County hosted a public meeting on January 26, 2006, designed to present the County's ideas <br />for a temporary road closure to Happy Valley residents and gather community input. The <br />meeting concluded with discussion focused on installing a gate at the same location proposed for <br />the closure-preferred by most residents because they would retain access to the entire area. <br /> <br />New City/County Action Plan. Subsequent direction by Council on February 7 and discussions <br />between the City and the County about traffic impacts in the area have resulted in several <br />recently developed action steps: <br /> <br />SR06:035 <br /> <br />2 <br />
