<br />r <br /> <br /> <br />6A <br /> <br />'- <br /> <br />./ <br /> <br />- <br /> <br />pLfASANTONc <br /> <br />City Council <br />Staff Report <br /> <br />March 21, 2006 <br />Administrative Services Department <br /> <br />SUBJECT <br /> <br />Adopt a Resolution to Amend Resolution 03-008 to Restate Council's <br />Direction to Staff and Provide Greater Flexibility in Determining <br />Happy Valley Bypass Road Options; <br /> <br />Establish a Blue Ribbon Committee to Identify Happy Valley Bypass <br />Road Options <br /> <br />STAFF RECOMMENDATION: <br /> <br />Adopt the attached resolution (Exhibit A) to amend Resolution 03-008 to restate Council's <br />direction to staff and provide more flexibility in terms of alignment options. <br /> <br />Establish a Blue Ribbon Committee comprised of residents who live in the Happy Valley area <br />and appropriate representation from the directly affected property owners to work with City and <br />County staff to identifY by-pass road alignment options. <br /> <br />SUMMARY <br /> <br />The Happy Valley Specific Plan includes a provision to construct a bypass road to accommodate <br />new traffic associated with the opening of the Callippe Preserve Golf Course. Callippe opened in <br />November 2005 and traffic impacts have increased. At a November Council meeting, the City <br />Manager first suggested convening a Blue Ribbon Committee to recommend short- and long- <br />term strategies to improve the traffic conditions in the area. The focus has shifted to having the <br />Blue Ribbon Committee identify options for bypass road alignments. Staff is now asking for <br />direction from Council on committee structure and process. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Specific Plan Approved.
