r 6A '- ./ - pLfASANTONc City Council Staff Report March 21, 2006 Administrative Services Department SUBJECT Adopt a Resolution to Amend Resolution 03-008 to Restate Council's Direction to Staff and Provide Greater Flexibility in Determining Happy Valley Bypass Road Options; Establish a Blue Ribbon Committee to Identify Happy Valley Bypass Road Options STAFF RECOMMENDATION: Adopt the attached resolution (Exhibit A) to amend Resolution 03-008 to restate Council's direction to staff and provide more flexibility in terms of alignment options. Establish a Blue Ribbon Committee comprised of residents who live in the Happy Valley area and appropriate representation from the directly affected property owners to work with City and County staff to identifY by-pass road alignment options. SUMMARY The Happy Valley Specific Plan includes a provision to construct a bypass road to accommodate new traffic associated with the opening of the Callippe Preserve Golf Course. Callippe opened in November 2005 and traffic impacts have increased. At a November Council meeting, the City Manager first suggested convening a Blue Ribbon Committee to recommend short- and long- term strategies to improve the traffic conditions in the area. The focus has shifted to having the Blue Ribbon Committee identify options for bypass road alignments. Staff is now asking for direction from Council on committee structure and process. Honorable Mayor and Members of the City Council: BACKGROUND Specific Plan Approved. The Happy Valley Specific Plan was approved by the City Council on June 16, 1998. The plan included a provision to construct a bypass road to accommodate new SR06:035
