SECTION IV (Continued) <br /> <br /> I. Quorum <br /> <br /> Three members of the Council shall constitute a quorum necessary to transact <br /> business. City Council Attendance <br /> <br /> ~ Council members must request the Mayor to issue an "excused absence" when <br /> tJ~w-e ~i!iii~i~iii~i.iii~~ unable to attend, or it will be noted in the minutes as an <br /> unexcused absence. In the event <br /> <br /> lc-vez'y Council member and the Mayor shall have the opportunity to vote on any <br /> issue, except that a Council member who has a con~jct of interest regarding a <br /> matter being considered by the Council shah declare the conflict and excuse <br /> him/herself from participating in the Council's deliberations and decision <br /> regarding that matter. A Council member so excusing him/herself shall not be <br /> allowed to vote on such matter. <br /> <br />V. MEETING PROCEDURES <br /> <br /> A. Call To Order <br /> <br /> The Mayor or Vice Mayor shall call the meeting to order at the hour appointed. <br /> In the absence of both, the meeting shall be called to order by the City Clerk and <br /> those Council members present shall proceed to elect a temporary Presiding <br /> Officer. <br /> <br /> B. Preservation of Order <br /> <br /> The Presiding Officer shall preserve order and decorum, shall prevent verbal <br /> attacks on Council members, staff, and/or citizens, and shall confine debate to the <br /> item under discussion. Council members shall not delay or interrupt the <br /> proceedings nor disturb another Council member while speaking. <br /> <br /> C.
