SECTION IV (Continued) I. Quorum Three members of the Council shall constitute a quorum necessary to transact business. City Council Attendance ~ Council members must request the Mayor to issue an "excused absence" when tJ~w-e ~i!iii~i~iii~i.iii~~ unable to attend, or it will be noted in the minutes as an unexcused absence. In the event lc-vez'y Council member and the Mayor shall have the opportunity to vote on any issue, except that a Council member who has a con~jct of interest regarding a matter being considered by the Council shah declare the conflict and excuse him/herself from participating in the Council's deliberations and decision regarding that matter. A Council member so excusing him/herself shall not be allowed to vote on such matter. V. MEETING PROCEDURES A. Call To Order The Mayor or Vice Mayor shall call the meeting to order at the hour appointed. In the absence of both, the meeting shall be called to order by the City Clerk and those Council members present shall proceed to elect a temporary Presiding Officer. B. Preservation of Order The Presiding Officer shall preserve order and decorum, shall prevent verbal attacks on Council members, staff, and/or citizens, and shall confine debate to the item under discussion. Council members shall not delay or interrupt the proceedings nor disturb another Council member while speaking. C.
