Personal Privilege <br /> <br /> The fight of a Council member to address the Council on a question of personal <br /> privilege shall be limited to cases in which the integrity, character, or motives <br /> of the Council member are in question, or to where the welfare of the Council <br /> is concerned. The Council member may not interrupt the speaker, however, until <br /> recognized by the Presiding Officer. <br /> <br /> D. Rules of Order <br /> <br /> Except in cases of conflict with these policies, Robert's Rules of Order shall <br /> govern the proceedings of this Council. <br /> <br /> E. City Manager <br /> <br /> The City Manager shall attend all meetings of the Council as set forth in <br /> Pleasanton Municipal Code Section 2.08.130, and in <br /> absence, the Assistant City Manager shall substitute. The City Manager may <br /> make recommendations and shall have the right to take part in all discussions of <br /> the Council, but shall have no vote. <br /> <br /> F. City Attorney <br /> <br /> The City Attorney shall attend all meetings of the Council unless excused, and in <br /> ~cr,'~i~ ~;ii~iii~~ii~ absence, the Assistant City Attorney shall substitute. <br /> ::::::::::::::::::::::::::::::::::::: ===============================================. <br /> The City Attorney, upon request, shall give opinions, either written or oral, on <br /> questions of law and shall act as the Council's parliamentarian. <br /> <br /> G.
