D~sorderly Conduct Any person whose conduct disrupts the Council meeting or its orderly consideration of the public's business may be barred from the meeting by the Presiding Officer, unless permission to continue is granted by a majority vote of the Council. If necessary, the Chief of Police or his or her representative shall, at the direction of the Presiding Officer, enforce these provisions. E. POint of Order The Presiding Officer shall determine all points of order, subject to the right of any member to appeal as herein defined. F. Motion to Be Stated The Presiding Officer shall state all motions submitted' for a vote and announce the result. A roll call vote shall be taken upon the request of any member. G. ACtions Limited tO Posted A~enda/Items Too Late For A~enda The City Council shall not take action on any item not appearing on the posted agenda except under the cc, ndi~c, ns ~~ permitted by the Brown Act. Circumstances in which action may be taken on an item not appearing on the posted agenda are: a) Upon a determination by the Council that an emergency exists, as defined by State law; and b) Upon a 4/5 determination by the Council that the need to take action arose after the agenda was posted and is of such an urgent nature that consideration and disposition cannot wait for the next regular Council meeting. When an issue arises during a regular meeting which requires Council action, but which is not listed on the agenda and does not qualify under an exception as described above, the issue shall be referred to staff for investigation and placed on a subsequent Council agenda as determined by the City Manager or a majority of the Council.
