LIVERMORE AMADc,., VALLEY TRANSIT AUTHORITY- SHORT RANGE TRANSIT PLAN <br /> <br />According to the auditor, there are too many objectives, standards, and measures which <br />can not be quantified. The study team reviewed the list with LAVTA staff. Chapter 2 <br />presents a revised list which has been separated into 2 distinct groups: those goals, <br />objectives, and standards which are directly related to performance, and those which are <br />more closely related to service design and policy. All of the goals related to performance <br />contain measures and standards which can be monitored on a regular basis. <br /> <br />The chapter also presents relevant goals, objectives, and standards for the proposed <br />DART service. <br /> <br />Chapter 3: Service Plan <br /> <br />The service plan focuses primarily on the route restructuring that is necessary to prepare <br />for both the new BART station and the new LAVTA Transit Center, Route restructuring <br />in Livermore is minimal with most of the changes related to Route 12, which now <br />connects the Transit Center with Las Positas College and BART. The operating hours <br />on Route 12 have been extended to 9:30 PM in order to provide evening service to <br />students at Las Positas College. Route 17 has been eliminated and replaced with an <br />extension of Route 15, thus providing the Lawrence Livermore Lab Visitor's Center and <br />the East Vasco Industrial Area with all-day service. <br /> <br />The restructuring in Pleasanton/Dublin was more extensive. This area has historically <br />suffered from poor midday fixed route productivity. Providing an enhanced service <br />during the commute periods which could focus on the BART station required more <br />service hours than could be funded under the proposed financial plan. Therefore, it was <br />necessary to explore different alternatives of delivering service in this area. <br /> <br />The study team has recommended replacing all midday fixed route service in this area <br />(excluding Route 10) with a new shuttle service called DART (Direct Access Rapid <br />Transit). This system, which has been used successfully in San Diego, will provide a <br />fast, efficient, and personalized door-to-door service for trips throughout <br />Pleasanton/Dublin. <br /> <br />The proposed LAVTA service day would look like this: <br /> <br /> 6:15 AM - 9:45 AM Livermore and Pleasanton/Dublin <br /> Peak period fixed route service <br /> <br /> 9:00 AM - 3:00 PM "DART' service in Pleasanton/Dublin <br /> Off-peak fixed route service in Livermore <br /> 2:45 PM - 7:45 PM Livermore and Pleasanton/Dublin <br /> Peak period fixed route service <br /> <br /> 7:45 PM - 12:00 AM Livermore and Pleasanton/Dublin <br /> Evening Service (selected routes) <br /> <br />NELSONWYGAARD CONSULTING ASSOCIATES ES-2 SEPTEMBER, 1995 <br /> <br /> <br />
